During the seventeenth legislative session that started on November 14, 2019, the Federal National Council was keen to schedule its sessions in implementation of the legislative plan that it approved for this chapter with the aim of discussing the largest amount of bills, to keep pace with the comprehensive renaissance witnessed by the UAE in all sectors.
During the 10 sessions it held until June 2, 2020, the “Year of Preparation for its Fifty Years”, the Council completed 14 draft laws that dealt with a number of sectors, embodying the directives of His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State, “may God protect him”, to achieve the “Emirates Vision 2021” which includes goals Ambitious in the areas of settlement, education, health, economics, housing, various services and the foundations of modern life.
In implementation of its parliamentary strategy and with a view to keeping pace with the state’s vision and strategies and looking ahead to the future, the Council set the priority of its work agenda, scheduling its sessions in cooperation with the government with the aim of discussing the largest amount of bills during the year 2020 AD “year of preparation for its fifty”, which contributes to achieving the launch of the largest national business strategy to prepare for a trip A pioneering development for the next fifty years in all vital sectors, and preparing for the golden jubilee of the UAE in the year 2021 AD.
The bills that included “328” articles approved by the Council over the course of “10” sessions, 4 of which were held “remotely”, covered the sectors of health, economy, environment, justice, insurance, transport, security, investment, finance, diplomacy, commercial agencies, and counter-terrorism, reflecting the complementarity of the roles assigned to the Council and the government to form the bond It is essential for the Council to fulfill its national responsibilities, which is enhanced by communication, cooperation and partnership.
The health, food and environment sectors won the largest share of bills by discussing four bills: a federal bill on public health, a federal bill on organizing the strategic stock of food commodities in the country, and a federal bill on biosafety from genetically modified organisms and their products, a bill Federal pesticide.
The council’s keenness to exercise its constitutional competencies and continue its national role and hold its sessions “remotely” despite the conditions that the world and the UAE are experiencing due to the current circumstances, with the aim of keeping pace with the state’s approach, especially attention to the health sector, where “four draft laws” have a direct relationship with everything that has been discussed Related to this sector, in line with the health sector, which is among the seven main sectors targeted by the National Innovation Strategy, launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister and Ruler of Dubai, "God bless him," in 2014, which aims to: The UAE is among the most innovative countries in the world until 2021.
Draft laws approved by the Council also included the following: a federal draft law on railway regulation, a federal bill on amending some provisions of Federal Law No. 5 of 1992 regarding the Police College, and a federal draft law on repealing the Decree of Federal Law No. 3 of the year 2013 to create and organize the Office of the Representative of the President of the State, a federal bill on amending some provisions of Federal Law No. 1 of 2019 regarding the diplomatic and consular corps, and a federal draft law on amending some provisions of Federal Law No. 11 of 2018 regarding the organization of the Ministry of Foreign Affairs and Cooperation International, and a federal draft law on amending some provisions of Federal Law No. / 18 / of 1981 regarding the regulation of commercial agencies, a federal draft law on the unified final account of the Union and the final accounts of entities independent of the fiscal year ending on 31/12/2018, and a federal draft law on protection Witnesses and their equivalents, a federal bill on guaranteeing rights to money transferred, and a federal bill creating the International Center of Excellence in Combating Extremism and Violent Extremism.
