After the IGPN, human rights defender Jacques Toubon released his sixth and last annual report on Monday. He called in particular to get out of "warlike logics" about the maintenance of order.

While the General Inspectorate of the National Police released its figures for 2019 on Monday, with a 23% increase in the number of "police police" investigations, Defender of Rights Jacques Toubon also released his report annual. Among other remarks and considerations, he warns of "a crisis of confidence between the police and the citizens".

In his report, Jacques Toubon reports an increase of almost 30% of files related to "ethics of security" last year. Nearly 2,000 complaints were received during this year 2019, marked in part by the mobilization of "yellow vests".

Authorities called for "awareness"

The services of the Defender of Rights have concluded that the law enforcement authorities had failed in only 10.7% of the cases, but Jacques Toubon called for "an awareness of the authorities" to get out of "warlike logic". He notes in passing that for six years and the beginning of his mandate, he has requested the initiation of disciplinary proceedings in 36 files, but none has been followed up.

In addition, Jacques Toubon, who will leave office in July, requests to set up a traceability of identity checks operated by the police to assess the way in which they are implemented, as well as their usefulness.

"Feeling of abandonment"

Another major concern of the Defender of Rights, in resonance with the mobilization of "yellow vests", the decline in public services. Jacques Toubon's teams counted 62,000 complaints in 2019. He deplores the forced dematerialization of these public services and the digital divide that is increasing in the country, with "the feeling of abandonment of a certain number of populations" .
