The Community of Madrid did launch an alert three days before 8-M about the risk of attending mass demonstrations that the European Union Agency for Disease Control and Prevention (ECDC) issued on March 2 and that the Guard Civil considers that the director of the Center for the Control of Allergies and Health Emergencies (CCAES), Fernando Simón, hid the autonomies.

In an instruction dated March 5 signed by the then General Director of Public Health of Madrid, Yolanda Fuentes, "contacts of detected cases" are recommended to "avoid places with crowds of people, such as mass events or means of transport public in rush hour » , according to the document held by EL MUNDO.

According to Civil Guard investigations, on March 2 the ECDC issued a report calling on European states to "prevent" the population from attending "mass events" and to prevent "unnecessary mass concentrations" of the coronavirus. That document reached the CCAES, which Fernando Simón heads at 12:45 that day, but it was not forwarded to the communities and it was not discussed in the Interterritorial Council either. The Civil Guard highlights in the update of the report sent to the judge investigating the 8M, Carmen Rodríguez Medel, that the CCAES "did not proceed with its distribution" due to its "public nature" and "general knowledge and access" through its Web.

March 2 was Monday. Well, on Thursday the 5th, three days after and another three days before the 8-M protests, the General Director of Public Health of the Community of Madrid issued an instruction entitled "Precautionary measures related to the outbreak caused by the new coronavirus COVID -19 in the Community of Madrid ». The instruction is justified by "the identification during the past month of cases of infection by the new coronavirus in Madrid".

This instruction ensures that "the general population can continue their activity as normal" , although it does recommend "the reinforcement of basic preventive hygiene measures". However, it places special emphasis on the "identification and surveillance of contacts of detected cases". And it is in this section that echoes the recommendations of the EU that Simón did not send to the communities.

Specifically, it states that the "contacts" of the detected cases must "avoid places with crowds of people, such as massive events or public transportation at rush hour." In addition, it prohibits them from "long trips outside the habitual residence, trips abroad or activities other than daily activities" . And it orders them to "notify the person responsible for their follow-up of any movement outside the Community of Madrid, informing of the place of residence during those days and date of return."

The Minister of Health of the Community of Madrid, Enrique Ruiz Escudero, said on Friday that it would be "logical" that the Ministry had informed the autonomous communities of the report in which the European Union warned of the risks of the coronavirus. In an interview on TVE, Escudero insisted that they should have been informed of "a report of that depth" .

Between the instruction from the Community of Madrid on March 5 and the feminist protests, there were at least two other communications from the regional government warning of the "public health emergency caused by the coronavirus . " These are also resolutions of the General Directorate of Public Health suspending activities in the elderly centers in the region, as well as training actions in health centers in Madrid. Decisions adopted on Friday March 6, published in the BOCM on Saturday the 7th and sent by email to the Delegation of the Government of Madrid that same day.
