06 June 2020The President of Egypt, Abdel Fattah al-Sisi, has announced a unilateral initiative together with the Libyan general Khalifa Haftar to end the war in Libya.

Al-Sisi announced the Cairo Declaration, quoted by al-Ahram, at a press conference in the Egyptian capital. This provides for a ceasefire starting at 6 am on June 8, in compliance with international initiatives and UN Security Council resolutions on Libyan unity and territorial integrity.

It also obliges all foreign parties to "eliminate all foreign mercenaries from the country, dismantle the militias and deliver weapons to allow the Libyan national army (LNA) to collaborate with other security apparatuses to perform their military duty" . In addition, the declaration provides for the solution of the crisis through fair representation for the three provinces, with a presidential council elected by the country under UN supervision. It provides as a starting point the unification of the institutions, in addition to a constitutional declaration for the management of the immediately subsequent political scenario.

The initiative, al-Sisi said according to Address Libya, "opens up a return to normal life in Libya", avoiding "staying on the military option to resolve the crisis".
