In Chad, a war of interpretation pits lawyers against the immunity of a Chadian international civil servant who violently attacked the first lady and her foundation in a video. Despite its suspension by the Economic and Monetary Commission of Central African States (CEMAC), the Chadian justice has still not heard from Yaya Dilo.

On May 7, former Minister Yaya Dillo attacked the first lady of Chad, Hinda Déby Itno, but especially her foundation, Grand Coeur, who had just signed an agreement with the committee in charge of the fight against the Covid-19. This agreement is described as a “conflict of interest” by Yaya Dillo. The video went viral and a few days later, the First Lady and her foundation lodged a complaint and made their statement to the judicial police.

But Yaya Dilo has still not been heard by the police, which is denounced by one of the lawyers for the wife of the Head of State, Master Mbaigangnon Athanase. Several summons were issued to interview the respondent, but to no avail ," he explains. The prosecution, supposed to lend a hand to arrest the accused, remained inert, suggesting that there is double-track justice in Chad. It should be remembered in the present case that he is a citizen like any other. We must respect the laws in force  ”.

False, answers master Frédéric Dainonet who defends the former minister. He is an international civil servant from CEMA C," he recalls. Even if it is true that he was suspended from his function as CEMAC representative in Chad, this does not deprive him of his status as a community official since his contract is still in progress. Mr. Yaya Dilo enjoys his privileges and immunities ".

Beyond the legal confrontation, the resistance of the international civil servant also translates a discomfort within the capacity.
