  The notice requires that Chinese and foreign airlines that have been included in the “International Flight Information Release (Phase 5)” (hereinafter referred to as “Phase 5”) flight plan issued by the Civil Aviation Administration’s official website on March 12 can use the above flight plan as a basis and continue to follow the The following principles apply to international passenger flights from/to China: only one airline operated by each domestic airline to any country can be reserved, and each airline can operate no more than 1 flight per week; each foreign airline operates to China Only one route can be reserved, and the weekly operating frequency should not exceed one. The flights on the above routes can be adjusted within and outside the company's operating license.

  From June 8, 2020, all foreign airlines that are not included in the "Phase 5" flight plan can choose a port city with reception capability within the scope of the company's business license (the list of specific cities can be found in civil aviation Bureau's official website inquiries), operating 1 international passenger route flights per week.

  Due to the impact of the epidemic situation, airlines continue to retain the operating permits and take-off and landing times involved in reducing flights.

  The notice requires all airlines to apply to the CAAC Operations Monitoring Center for the advance flight plan of flights to October 24, 2020 in accordance with the above requirements.

  All airlines should follow the requirements of the "Technical Guidelines for Epidemic Prevention and Control of Transport Airlines" issued by the Civil Aviation Administration to implement various prevention and control measures, and implement the "About the Chinese National Passengers to Report the Health and Prevention of Epidemic Prevention Before Returning to China by Flight" "Announcement of Information" requirements.

  The notice pointed out that from June 8, 2020, flight incentives and fuse measures will be implemented. The Civil Aviation Administration, the Ministry of Foreign Affairs, the National Health and Health Commission, the General Administration of Customs, the Immigration Bureau, etc. have jointly established a special class mechanism to implement flight fuse and incentive measures on flights based on the results of passenger nucleic acid testing after landing.

  The notice proposes incentive measures, that is, if the number of passengers on the same route of the airline is positive after the nucleic acid test after entry, the number of passengers will be zero for 3 consecutive weeks, and the number of flights may be increased by 1 per week within the flight volume specified by the route operation permit, up to a maximum of weekly 2 shifts; fusing measures. For airlines on the same route, if the number of passengers with positive nucleic acid test results after entry reaches 5, the company will suspend the operation of the route for 1 week; if it reaches 10, the company will suspend the operation of the route for 4 weeks. The amount of "blown" flights cannot be adjusted for other routes. After the "fuse" period ends, the airline can resume the weekly flight schedule.
