Pedro Sánchez asks Congress for authorization to extend the state of alarm for the sixth time until June 21, despite the fact that, as he acknowledged, "the worst is over and we are definitely coming out of the tunnel." He has assured that, since March 11, the Government's objective has been none other than to "save lives, protect and alleviate them", something for which it has been essential to restrict freedoms and stop almost everything. The president has also praised his own management of the desscalada that he has said, "it has been intelligent and gradual" and has called for "prudence" to complete it.

"Now that we are nearing the end," he assured, "it is time to take stock." And it has begun with that of the deceased, which is, he said, "of 27,127 compatriots." At this point, he has discharged any responsibility in the dance of figures to the Ministry of Health and has pointed to the information provided by the CCAA and to the WHO's world protocols.

"The enemy is the virus and it is necessary to fight it together and united, it cannot be the pretext to divide, and even less using the victims or appropriating a flag", he claimed before affirming that Spain has been the first country to tackle the de-escalated "with commitment, responsibility and coordination".

Sánchez has drawn an idyllic management of the pandemic in all its stages, both in virus containment and in de-escalation. "We have been cautious, we have moved forward with caution, always based on the advice of the scientific committee and the state of alarm has gone from being more restrictive to more flexible and this has depended exclusively on the health situation," he assured.

The de-escalation has been "smart", he has repeated. "There is no choice between health and business," he stressed before reiterating that this will be the last extension of the state of alarm, a situation of constitutional exception with which many forces no longer agree. "It is a mystery why," said the president, recalling that the first extension achieved the authorization of Congress with 321 votes in favor and none against.

"No freedom has been limited, except the freedom to spread. Whoever opposes the state of alarm will have to resort to another pretext, not that of freedom," he said.

The President has explained the characteristics of this latest extension that grants the Autonomous Communities that are in Phase 3 to modulate as they see fit the measures included in the ministerial orders, with the only restriction on freedom of movement that will continue in the hands of the single command. , that is, from the Ministry of Health. "The powers of the CCAA are going to be much broader," he said. Competencies that "were never lost", in his opinion, and that "could be managed without a state brake", he said.

Sánchez has announced that on June 9 the Council of Ministers will approve a decree that will include all the measures that will have to be applied after the end of the state of alarm, that is, from June 21. It is a matter of uniting in a single standard the sanitary measures that will have to be observed until there is an effective vaccine or treatment.

Then the president has broken down the details of the Recovery Fund of 750,000 million euros that the European Commission has proposed and of which, if approved, Spain could correspond to more than 140,000 million euros. This is a plan that must still obtain the unanimous agreement of all the member countries of the EU and, once this difficult obstacle has been overcome, get the ratification of the parliaments of all the partners of the Union.
