"Cyber security is an important part of almost all security work," begins a paragraph in the report, which is followed by a disappointing finding.

"However, it has turned out that the work on cyber security in Sweden is going slow, with deficiencies in cyber security as a result."

Cyber threat to Sweden has increased, says Ola Billger, Head of Communications at the Swedish Defense Forces (FRA).

- The players who are out there have strong abilities. So the threat has grown in recent years, absolutely.

Attacks from states "all the time"

The threats directed at Sweden come in many forms and from many different actors. Mostly, however, it is stated to be state actors and criminal groups, although ideologically motivated actors such as "hacktivists" and terrorist groups are also identified.

FRA states that foreign state actors attack Sweden daily, but on the question of which countries it is about, refer to Säpo, which says that some 15 states carry out intelligence activities against Sweden.

"There we usually say that Russia and China are the biggest threats," says Sofia Hellqvist, press secretary at Säpo.

- Cyber espionage and cyberattacks are a tool that these states, or foreign powers, use.

Does not match needs

Sweden is certainly not alone in security issues, but the problem is described as global. But the skills available do not match the threats and needs. According to the report, employers must develop competence in this area, but FRA says that private individuals must also be better.

The report on threats to Sweden was prepared by the FRA, the Swedish Defense, MSB, the Police and Säpo. A second report with proposed security measures has also been published, in which also the Swedish Defense Material Agency (FMV) and the Swedish Post and Telecom Agency (PTS) are the sender.
