03 June 2020 The European Council of 19 June will be by videoconference. This was indicated by the spokesman for President Charles Michel. The heads of state and government will meet again before the summer break (probably in July) to attempt an agreement on the 2021-2027 budget and on the new anti-crisis financial instrument: this time the meeting could take place in Brussels, therefore it could be 'physical' '.

Michel believes it is too complicated to close a very complex negotiation such as that on the conference call budget.

The spokesman indicated that the June meeting will 'prepare in depth' for a subsequent summit. Basically, it is already taken for granted that it is impossible to reach an agreement in fifteen days.
