The abusive circumstances are revealed in a lex Sarah report to IVO, the Inspection for Health and Care. According to a decision on April 1, the home service would carry out decided interventions relating to personal nursing, transfer and preparing meals.

But already two days later, on April 3, the union safety representative declared that they could not work with the user and completely closed this workplace sonically. "No personnel should work there", the safety representative had said, and told about the smell and mold throughout the house and the need for cleaning of the toilet, shower and bedroom.

No alarm

The security alarm granted on February 28 was retrieved on April 5.

The user was informed about the trade union decision, and was offered to move temporarily to a social security home. She declined, however, and must have said that an acquaintance could support.

But when the administrator and a social secretary visited the user on April 7, they were met with a sad sight. The person told them that they could not get out of bed and had been lying there for at least two days without food or drink. The needs had to be fulfilled in their clothes.

Lack of space

On the same day, a short-term residence was granted, but that decision could not be enforced due to lack of space.

“A new home visit on April 8 and the situation is unchanged. Eat food no later than 2 pm the day before and the needs are taken care of in bed ”, is stated in the study that was later done by the quality management coordinator of the social service.

Later, a decision on short-term housing was implemented.

The investigator writes that a closure of a workplace can happen again, but that the risk of something similar happening again is considered small.
