  • In the wake of Edouard Philippe's announcements, the mayor of Paris detailed the implementation of phase 2 of the deconfinement.
  • The municipality promises to increase the number of children who can be looked after throughout the month of June.
  • Bars and restaurants will be able to extend their terraces on sidewalks and parking spaces from June 2. Similarly, some streets could be made pedestrian in the evening.

After the big announcements, the little details. Edouard Philippe presented Thursday the broad outlines of phase 2 of the deconfinement, announcing in particular a relaxation of the control measures. In the aftermath, the mayor of Paris held this Friday a press conference to present the concrete translation of this gradual release in three areas: schools, parks and gardens, bars and restaurants. 20 Minutes presents the highlights.

Nurseries, schools and colleges

Let's start with the little ones. The first week of deconfinement, the nurseries welcomed 2,000 toddlers to climb to 4,500 today, with around 6,000 places available according to the town hall of Paris. "There were 220 crèches open on May 12, and more than 300 today, welcomed Patrick Bloche, assistant in charge of education and early childhood. We are gradually moving away from the priority criteria alone. "

Regarding primary and kindergarten to the public, on June 2, 633 schools out of 654, or almost 97%, will be open. On average, due to physical distance, 19% of children are admitted to school, but not during the whole week due to half-week alternation arrangements. On average, that gives 9 students per class. Nevertheless Patrick Bloche assures of Anne Hidalgo's desire "to welcome more and more children". This is evidenced by the 6,000 agents mobilized in the schools, including 2,000 maintenance agents and 3,476 animators and the 350,000 euros in additional weekly cleaning expenses. "Paris is not the black sheep of the reopening of schools," defended the deputy, targeting in particular Jean-Michel Blanquer: "I did not understand why the minister pointed to the town hall of Paris". Accused of having a “bad trial”, the minister took it for his rank since Emmanuel Grégoire, first deputy, judged that “what Jean-Michel Blanquer did this morning on France Info is shameful, he discards himself on local authorities while taking into account the health protocol established by the government, it is impossible to accommodate everyone ”.

Finally, almost all the colleges will reopen on June 2, only 6 out of 114 will remain closed. "In two colleges, long work was required, and the other four had to close early on June 19 anyway," said Patrick Bloche.

Bars and restaurants

We had mentioned in a previous article the re-appropriation of streets and squares by Parisians. Well, this should continue throughout the summer. Ile-de-France being an orange zone, bars and restaurants will only be able to offer a terrace service on June 2 before full opening on June 21. However, in order to "help restaurateurs because they are going through a very difficult economic period, the city will allow them to extend their terraces," announced Olivia Polski, assistant in charge of trade and crafts. "We are working on a light device, operational from next Tuesday, but which will have to respect pedestrian traffic, the tranquility of residents, the safety of customers and the cleanliness of the streets," she said.

"There will be no prior authorization, it will be declarative," added Jean-Louis Missika, assistant in charge of economic development and town planning. The restaurant owner will go to the paris.fr website and indicate the public space he wishes to occupy, either a sidewalk space or a parking space. It is a flexible system which in return requires a commitment from restaurateurs to respect certain rules. »It is up to the district town halls to check that everything is going well. This encroachment on the street will also be possible for restaurateurs who do not normally have terraces.

Finally, the town hall of Paris plans to "close certain arteries between 7 pm and 10 pm, in particular the narrow streets". As it is always in reflection and especially because Anne Hidalgo reserves the primeur of the information to a media which is not 20 Minutes , no street name has yet filtered. Finally Jean-Louis Missika indicated that all of these devices should continue until September 30.

Green spaces

"We will reopen all green spaces on Saturday morning, including the small belt or the green flow, at normal summer hours," announced Pénélope Komitès, assistant in charge of green spaces and biodiversity. She did not forget to recall that it has been since May 11 that the town hall "calls for this opening" and that the government did not want to know anything. However, the children's play areas remain closed but should gradually reopen.

Concretely, "it will be possible to walk, to land on the lawn, to practice individual sports activities but not team sports", detailed the elected official. Wearing a mask will be recommended but not compulsory. There will be gel dispensers in front of the gardens and soap dispensers at the entrance to the play areas so that children can wash their hands. "In the parks, there will be no traffic direction, nor maximum attendance," said Pénélope Komitès. But we ask Parisians to respect barrier gestures and not to group more than ten on the lawns. "

And what about picnics? “As we recommend wearing a mask, it complicates picnics even if they are not prohibited. In addition, the activities of concessionaires (merry-go-rounds, ponies) will resume while respecting safety distances. Finally, given that "the weekend will be very busy because it has been a month since Parisians are deprived of this natural breathing", the town hall of Paris has decided to mobilize "DDSP staff and mediators so as to turn in large parks during the weekend. "
