It is noted that so far the project is a "set of proposals received from all parties to social partnership." The document has already been sent to the Russian Tripartite Commission for the Regulation of Social and Labor Relations.

According to the publication, the agency in this project, in particular, proposes to prohibit in the event of a pandemic the dismissal of an employee or send him to idle at the initiative of the employer. Termination of employment at this time is allowed only at the initiative of the employee or by agreement of the parties.

Another idea is to reduce from two months to two weeks the term for notifying employees of changes in the terms of the employment contract and the work schedule, at the initiative of the employer, including the introduction of a part-time regime if the need for these changes is related to restrictive measures introduced due to the pandemic.

Earlier, the Ministry of Labor proposed tripling the minimum unemployment benefit.
