This week the City of Rome has approved an ordinance that establishes fines of between 25 and 500 euros for those who throw the masks or gloves used on public roads to avoid the spread of the coronavirus. In its ordinance, the "prohibition" to abandon this type of protection objects throughout the municipal territory and the aforementioned fines are established until July 31, unless the abandonment constitutes a crime, reports Efe.

In Spain, and in the face of the proliferation of abandoned sanitary material on the street, many municipalities have established municipal ordinances with fines ranging up to 600 euros.

This is the case of Burgos , which this Thursday has announced that it will sanction anyone who throws masks or gloves on the ground, a "forceful" resolution, according to the City Council, which may entail fines of up to 600 euros, reports the Diario de Burgos .

Also this Thursday, the Diario de Cádiz reported that throwing masks or gloves on public roads could carry a fine of between 100 and 750 euros, within the framework of municipal legislation on urban waste treatment.

Last week, Toledo recalled that throwing sanitary material on the ground is part of the Municipal Ordinance on Street Cleaning and Urban Waste Management , which provides for fines of between 150 and 3,000 euros depending on the type of offense and the degree.

Neither the smallest town councils have avoided the problem of cleaning and sanitary security that supposes the abandonment of masks on public roads. Thus, the Puertollano Local Police has launched an extraordinary awareness campaign that will strengthen control and vigilance so that these sanitary wastes do not end up on the ground, with fines of up to 500 euros.

In Seville , Bollullos de la MItación has also established penalties of up to 900 euros for abandoning used gloves or masks on the street, based on the Municipal Ordinance of Public Goods . It is the first Andalusian municipality to warn of this type of Sanctions, according to El Correo de Andalucía .

The recommendations of the Ministry of Health

1. Household waste management in positive households or quarantined by Covid-19 :

  • The patient's waste, including the disposable material used by the sick person (gloves, handkerchiefs, masks), must be disposed of in a plastic bag (bag 1) in a dustbin arranged in the room, preferably with a lid and pedal opening, without making any separation for recycling.
  • The plastic bag (bag 1) must be closed properly and placed in a second garbage bag (bag 2), next to the exit of the room, where the gloves and mask used by the caregiver will also be deposited, and will be closed properly before leaving the room.
  • Bag 2, with the previous waste, will be deposited with the rest of the household waste in the garbage bag (bag 3) corresponding to the waste fraction bucket.
  • Immediately after, a complete hand hygiene will be carried out, with soap and water, for at least 40-60 seconds.
  • Bag 3 properly closed will be deposited exclusively in the waste fraction container (or in any other waste fraction collection system established in the local entity).
  • In populations with wet-dry separation systems or similar, bag 2 should be deposited in the fraction indicated by the local entity.

2. Household waste management in households without positives or quarantine :

  • The separation of the waste will be carried out as usual, trying to maximize said separation in order to reduce the remaining fraction generated. Separate fractions will only be deposited in the corresponding containers.
  • Latex or nitrile gloves used for other uses should not be placed in the light packaging container (yellow), but in the rest container.
