Adnan Al Hammadi said that during the meeting, the committee’s work plan on the draft law was discussed and approved, which the Federal National Council, at its ninth session held “remotely” on May 21, agreed to refer it to the committee for study and discussion, pointing out that the committee immediately after referring the draft law To her, she undertook to prepare everything necessary to accomplish it accurately, and the work plan included a meeting with government representatives to answer the questions and inquiries of members of the committee, and to discuss any proposals regarding its items and materials.

He continued that the committee reviewed the presentation of the draft law, reviewed the results of social and legal studies on it, and began discussing its articles, provided that it will complete its discussion in full during its next meeting, then it will hold a meeting with government representatives, followed by preparing the final report of the draft law, then adopting it in preparation for To submit it to the presidency of the Council for discussion in a plenary session.

Al-Hammadi pointed out that the government decided to propose the draft law, given the rapid technological developments, the exploitation of some by it, the multiplicity of forms of education and its institutions, and the spread of public and higher education institutions, as this was accompanied by the spread of the phenomenon of fake scientific degrees in many countries of the world, stressing that the need has become urgent towards Existence of organized legislation to protect society, the scientific and educational environment, and address all dangers arising from the phenomenon of fake scientific degrees.

He stated that the draft law aims to confront the exploitation of fake scientific certificates, and use them for appointment to jobs in government agencies or private bodies, or for any other purpose. He stressed that the Federal National Council is keen to develop tools for its communication with all groups of society, by inviting the various concerned and competent authorities for the meetings of the committees, and to conduct field visits that include the headquarters of some ministries and federal institutions in the various emirates of the country, and to hold discussion panels, and invite representatives of governmental and community institutions and associations Public benefit, opinion-holders, experts, and specialists, to inform their ideas, opinions, and proposals on draft laws and general topics discussed and adopted by the Council.

Al-Hammadi added that the draft law includes 11 articles, articles (1-3) deal with definitions of some words and phrases contained within the draft law, in addition to explaining the objectives of the law, and not taking into consideration the fake scientific certificate.

Articles (4-8) dealt with the provisions related to penalties, while articles (9-11) dealt with the final provisions related to repealing the provisions that violate the law, and issuing organizational decisions.
