  • De-escalation. What can be done in each phase?

Barcelona and its metropolitan area, the area with the highest population density in Catalonia, will enter Phase 1 of the de-escalation next Monday, as requested earlier this week by the Generalitat and the City Council governed by Ada Colau.

Paradoxically, the Government is now considering asking the Ministry of Health for flexibility in the mobility criteria between the Catalan capital and the municipalities of the two health areas into which its metropolitan belt is divided. From the first moment that the unconfinement plans were proposed for the autonomous communities, the Generalitat opposed the provincial criteria in the de-escalation and proposed doing it by health areas. Likewise, it decided then to divide the Barcelona health region into three different areas: Barcelona city, North metropolitan area and South metropolitan area.

Most of the Catalan territory will be on Monday at the initial level of lack of confinement, since only the only three sanitary areas that accessed two weeks ago will pass to Phase 2: the two into which the province of Tarragona is divided (Tarragona and Terres de l'Ebre) and the Lleida Pyrenean area (Alt Pirineu i Aran). Therefore, in Phase 1, as requested by the Catalan Government, the health regions that entered this level last Monday will remain: Girona, Lleida and central Catalonia, plus other towns in the province of Barcelona that had an evolution positive in your data.

Controversy over the data

On the other hand, the Health Department of the Generalitat has issued a statement this afternoon following the words of the director of the Center for Coordination of Health Alerts and Emergencies , Fernando Simón, about the alleged inconsistencies in the data provided by the autonomous administration to the Ministry of Health and the existence of an area with possible worst records.

"From Health it is unknown which area of Catalonia Simon has referred to because the Ministry has not communicated it. At the bilateral meeting held yesterday, no mention was made of this alleged specific area either. In any case, we consider that, if the Ministry He believes that this area exists, he should have communicated it yesterday. "

The department headed by Alba Vergés has also added: "Catalonia publishes all the data every day: positive cases, suspicions, deaths declared by funeral homes and classified by place of death, among others. These data today show an evolution as expected. From the set data, the Ministry only asks us to notify some of them and it is only these that the Ministry knows. In this sense, it must be remembered that the Ministry only receives data and interprets it, but it is the Generalitat who knows the epidemiological reality of Catalonia " .
