On March 17, a century ago, France entered confinement, forgetting that just two days earlier the municipal elections had been held. Toulouse was no exception. Negotiations on the left for the second round were immediately interrupted, the outgoing mayor went into “crisis management” mode and interest in the campaign, already weighed down by the coronavirus, has faded.

But now that the second round is looming for June 28, we rewind the results, just to refresh our memories. On the evening of March 15, Jean-Luc Moudenc (LR, supported by LREM) came out on top with 36.18% of the vote. A rather average score for the arch-favorite of the polls who suffered as he feared both from this status and from the "sanitary" abstention.

Behind him, the ecologist Antoine Maurice (27.56%), at the head of the Archipel citizen list, arrived at the head of the left scattered before the socialist Nadia Pellefigue (UNE, PCF, PRG), at 18.53% , and the former mayor Pierre Cohen (5.66%). Above all, it is historic in Toulouse, the total number of voices on the left is in the majority, suggesting a much more uncertain outcome than expected.

Mayor wants to relax powers of attorney

So what happened during the confinement? Like all outgoing mayors, that of Toulouse has, as his opponents say, "caught the light". He left in search of masks for the inhabitants, gradually reopened the schools and campaigned for derogations for the markets of the Pink City. With the advantage of being able to appear as protective mayor, and the disadvantage of being thus particularly exposed in a difficult period.

Regarding the second round of municipal elections, Jean-Luc Moudenc rallied, but lip service, in the opinion of France Urbaine, the association of metropolises and large cities that he chairs, for an epilogue in June. But he is putting all his political weight to make the proxies procedure more flexible, in particular by proposing that they can be done online rather than at the police stations. His team indicates that he is preparing behind the scenes "a social inflection" of his program.

This Friday, after the announcement of Edouard Philippe, Jean-Luc Moudenc affirms that the epidemic was "not accelerated by the ballot" during the 1st round. "At the end of June, the health security of the vote will be reinforced much more still", he assures, "and it is in this spirit and with the will to protect always better the Toulousains that we will organize this ballot".

It moves to the left

On the left, Pierre Cohen rallied to Antoine Maurice without fussing the day after the first round. He does not want to stack up on city council. He therefore negotiated and obtained four eligible places for his running mate in the event of victory for Antoine Maurice and one in the event of defeat.

Rest for the ecologist to find common ground with Nadia Pellefigue. The first contact, "oral", post-confinement took place Tuesday before we were sure that "this funny second round" would happen so quickly. "I am convinced that there are other possible choices than to renew the conservative majority of the outgoing mayor," explains the socialist vice-president of the Occitanie region. It also wants to create a "campaign dynamic" and not operate a "simple technical fusion". Nadia Pellefigue therefore offered Antoine Maurice a ticket: him at the town hall, she at the presidency of the Metropolis. She believes she has "the profile" to manage a rather "pink" intercommunal and recalls that her future ally has always been against the double hat. Antoine Maurice remains diplomatic but does not seem excited. "This proposal is exaggerated if we look at our scores in the first round," he slips. But I am an optimist, our discussions on the program field were already well advanced before the confinement and I am sure that we will get there ”.
