  He said that we did not put forward specific targets for the annual economic growth rate, mainly because the global epidemic situation and the economic and trade situation are highly uncertain, and China's development faces some unpredictable factors. Doing so is conducive to guiding all parties to concentrate on "six stability" and "six guarantees".

  Regarding fiscal policy, Li Keqiang said that this year's deficit rate is planned to be set at more than 3.6%. The fiscal deficit scale will increase by 1 trillion yuan (RMB, the same below), and 1 trillion yuan of special anti-epidemic bonds will be issued at the same time. The central government's expenditure arrangements at this level have negative growth, of which non-urgent and non-rigid expenditures have been reduced by more than 50%.

  Regarding monetary policy, Li Keqiang said that a stable monetary policy should be more flexible and appropriate. The comprehensive use of means such as quasi-rate reduction, interest rate reduction and refinancing will guide the broad money supply and the scale of social financing to grow significantly higher than last year.
