The Federation Council proposed introducing the concept of self-isolation into existing legislation. Changes are proposed to be introduced into the law “On the Protection of the Population and Territories from Emergencies of Natural and Technogenic Character”.

The initiative is contained in the proposals of the Federation Council Committee on Constitutional Legislation in the list of measures to improve the legislation in connection with the implementation of measures aimed at the functioning of the economy and the social sphere in the new conditions, RIA Novosti reports.

It is noted that the measure is intended to give a legal definition of the concept of self-isolation, to provide for cases and the procedure for establishing such a regime, as well as to establish the limits of the powers of the regions in this area.

“In connection with the pandemic, all measures were taken, as they say, from the wheels, issues of self-isolation of citizens in our legislation are not spelled out. To go through the entire usual legislative process under these conditions meant risking the life and health of a huge number of Russians. All this was done for the first time, but, unfortunately, we are not safe from such situations, ”said Irina Rukavishnikova, the first deputy chairman of the committee on constitutional law.

A national plan should be prepared by the Russian government by June 1. The corresponding order was given by Vladimir Putin following the results of the meeting held on May 11.
