The Decision on the Prohibition of Wild Animals and the Guarantee of People ’s Health and Safety, and the Notice of the General Office of the Provincial People ’s Government on the Prohibition of Wild Animals and Strict Wildlife Protection and Management To do a good job of prohibiting the consumption of wild animals and strict protection and management of wild animals in our city. After research, the relevant matters are now notified as follows:
1. The following wild animals and their products are banned:
(1) All terrestrial wildlife, including the "National List of Key Protected Wild Animals", "National List of Terrestrial Wild Animals for Beneficial or Important Economic and Scientific Research Values", "List of Key Protected Terrestrial Wild Animals in Hubei Province" The stated terrestrial wild animals, terrestrial wild animals that naturally grow and reproduce in the wild environment, and terrestrial wild animals that are artificially bred and reared;
(2) Precious and endangered aquatic wildlife under national key protection;
(3) Other wild animals prohibited from consumption by laws and regulations.
For the animals listed in the "National Catalogue of Genetic Resources for Livestock and Poultry", "List of National Key Protected Aquatic Wild Animals for Artificial Breeding" and "List of National Key Protected Economic Aquatic Plant Resources", follow the "Livestock Law of the People's Republic of China" or the relevant laws of aquatic wildlife Regulations and regulations.
2. Hunting of wild animals is strictly prohibited. The administrative area of the whole city is a wildlife sanctuary. Except for scientific research, population regulation, monitoring of epidemic diseases and other special circumstances, and in accordance with the law to obtain a special hunting license or hunting license, hunting and hunting of protected terrestrial wildlife and rare and endangered aquatic wildlife under national protection are prohibited. It is forbidden to hunt other terrestrial wild animals for the purpose of eating. Carry out the Qingshan Qingwang clearance operation to severely crack down on illegal hunting and catching. Effectively strengthen the management of wild animals and their habitats, and promote the restoration and protection of wild populations.
3. Strict management of artificial breeding of wild animals. It is prohibited to artificially breed terrestrial wild animals and rare and endangered aquatic wild animals under national key protection for the purpose of eating. If it is necessary to breed wild animals artificially due to species protection, scientific research and animal display and exhibition, they shall report to the competent wildlife authority for approval in accordance with the relevant regulations. They shall not destroy their wild population resources and ensure that they have the necessary sites, facilities, technology, and sanitary and epidemic prevention conditions.
Actively guide the transformation and adjustment of existing terrestrial wildlife breeding enterprises (households) for food purposes. For the affected legal terrestrial wildlife breeding enterprises (households), each district (including development zones and scenic spots, the same below) will give a certain amount of compensation and then withdraw from breeding. The breeding enterprises (households) that have been listed on the list of livestock, poultry and aquatic wildlife mentioned in Article 1 of this notice shall be managed in accordance with relevant regulations.
4. Illegal wildlife trading is comprehensively prohibited. Online trading platforms, commodity trading markets, agricultural (market) trading markets, catering establishments, and other trading and consumer places, as well as operators and media such as transportation, storage, and delivery, shall not be prohibited wild animals and their products and prohibited hunting. The catching tools provide the conditions, places or services for trading, consumption and publicity. No organization or individual may produce, process, or use food made from wild animals and their products that are prohibited from consumption. No organization or individual is allowed to advertise, solicit, or induce the consumption of prohibited wild animals and their products, or engage in illegal wildlife trading by publishing advertisements, making signboards, or recipes.
5. Strict wildlife administrative license. Stop accepting applications for administrative licenses for hunting, breeding, sale, purchase, and import of terrestrial wildlife for food purposes. The licenses or documents for artificial breeding and business utilization of terrestrial wild animals that have been processed in accordance with the law for the purpose of edible use shall be withdrawn in an orderly manner according to law and be cancelled or declared invalid. For non-edible use of wild animals due to special circumstances such as scientific research, medicinal use, display, etc., strict examination and approval shall be carried out in accordance with law, and inspection and quarantine shall be strengthened.
6. Strengthen the supervision and inspection of wild animals. The law enforcement inspection on wildlife violations in trading markets, catering hotels, e-commerce platforms, food processing and other places will be stepped up. Ban, seal or close illegal places according to law, punish illegal enterprises and illegal individuals, record illegal information in social integrity files, implement joint punishment, and publish to the public.
7. Severely crack down on illegal behaviors of wild animals. Fully implement the provisions of Articles 1 and 2 of the Decision of the Standing Committee of the National People's Congress on Comprehensively Prohibiting Illegal Wildlife Trading, Eliminating the Abuse of Wildlife Eating and Safeguarding the Life, Health and Safety of the People. , Transportation, consumption of wild animals and other illegal acts shall be severely punished according to law.
8. Strengthen publicity and education on wildlife protection. Actively carry out wildlife protection and public health safety publicity and education, eliminate the abuse of wild animals, promote a civilized and healthy, green and environmentally friendly lifestyle, and create a good atmosphere for people and nature to live in harmony.
9. Implement protection and management responsibilities. Relevant departments and units in all districts, municipalities and municipalities should strengthen their leadership in wildlife protection and management, and form a system of territorial management, department coordination, and their respective responsibilities. The people's governments in all districts should implement their territorial responsibilities and clarify the wildlife protection authorities. The garden and forestry department is responsible for terrestrial wildlife hunting, breeding and utilization supervision, the agricultural and rural department is responsible for aquatic wildlife hunting, breeding and utilization supervision and the implementation of legal breeding, quarantine of wild animal capture, and the market supervision department is responsible for wildlife processing, food, Transaction and advertising supervision, transportation and postal administration departments are responsible for wildlife transportation and delivery supervision, customs are responsible for the supervision and quarantine of entry and exit wildlife and their products, and public security organs are responsible for investigating and hunting, breeding, transporting, processing, and trading wildlife crime case. Other relevant departments and units will do a good job in wildlife management in accordance with the division of responsibilities.
10. This notice shall come into force on the date of promulgation and shall be valid for 5 years.
