China News Service, Moscow, May 20 Question: Interview with the Chinese Consul General in Fu: After the epidemic, Sino-Russian cooperation in the Far East will usher in rapid development

  China News reporter Wang Xiujun

The Russian Far East and the Northeast China are connected by mountains and rivers, and are the main components of Sino-Russian local cooperation. The consular district of the Chinese Consulate General in Vladivostok (referred to as the Chinese Consulate General in Vladivostok), especially the Primorsky Krai, is at the forefront of cooperation with China. Recently, Chinese Consul General in Vladivostok, Yan Wenbin, said in an exclusive interview with a reporter from ChinaNews.com that no Chinese citizens have traveled from other regions of Russia to the Primorsky Krai to try to return to the country through the Suifenhe port. The sentiment of foreign students and Chinese businessmen in the consular area is stable. After the epidemic, cooperation in various fields in the Far East will resume with a "V" shape and is expected to continue to develop rapidly.

Only one Chinese citizen in the territory has recovered

Yan Wenbin said that, like the whole of Russia, the new coronavirus epidemic in the Far East is still developing, and the situation is still very complicated. It is difficult to predict when an inflection point will appear, when it can be basically controlled and overcome. As of 8:00 on May 19th, Moscow time, the Far East Federal District has reported a total of 6262 confirmed cases, 2356 cured cases, and 46 dead cases. There are a total of 11 federal entities in the Far Eastern Federal District, and all confirmed cases have been found so far. The total number of confirmed cases in the coastal region where our library is located has reached 1,339, ranking first in the Far East.

According to data released by the Chinese Embassy in Russia, there are currently about 160,000 Chinese citizens in Russia, including individual merchants, international students, Chinese-funded enterprises and institutional personnel. There are three Chinese consulates in the Far Eastern Federal District, namely the Consulate General in Vostok, the Consulate General in Khabarovsk, and the Consulate General in Irkutsk.

Yan Wenbin revealed that, based on the statistics of the three consulates, the total number of Chinese citizens in the Far East is roughly 13,400. The territories of the Chinese Consulate General in Fu include the Primorsky Krai, Sakhalin Region, Kamchatka Krai, Magadan Region and Chukchi Autonomous Region. According to the latest comprehensive statistics of our library, there are currently more than 6,730 Chinese citizens who remain in the consular district. As of now, only one Chinese citizen working in Sakhalin State has been diagnosed with the New Coronavirus in late March. He came to Sakhalin State from Moscow via Moscow in early March. The source of the infection is unknown . The patient recovered and was discharged in early April.

General distribution of epidemic prevention materials to Chinese citizens in the territory

Yan Wenbin said in the interview that "great doctors cure serious diseases". In order to prevent Chinese citizens from being infected with the new crown virus, the Chinese Consulate General in Fu has done a lot of work.

First, timely release important information such as epidemic prevention reminders, daily epidemic reports, local latest epidemic prevention measures and requirements. A total of 138 types of information have been released so far, including 58 daily outbreak notifications, and 80 outbreak prevention and local epidemic prevention measures.

Second, it provides convenience for Chinese citizens to conduct virus detection. The Consulate General of the People ’s Republic of China in Beijing has published detailed information on two medical institutions that can carry out commercial detection of new coronaviruses. It has also arranged a number of international student volunteers to provide translation services for Chinese citizens who intend to conduct virus testing but do not understand Russian.

Thirdly, from the beginning of April, the Chinese Consulate General in Fufu published every imported confirmed case and asymptomatic infected person who entered the Suifenhe River found in Heilongjiang Province on the track of Russian activity, reminding Chinese citizens of the consular district to conduct self-examination At the same time, the necessary personal information of these cases from Heilongjiang Province is also provided to the Russian side, so that the Russian side can quickly and comprehensively screen its close contacts, thereby reducing the infection risk of Chinese citizens in the territories.

Fourth, the Chinese Consulate General in Fu maintains close contact with all governments and institutions of higher learning in the consular district, and specifically asks them to take care of Chinese citizens, especially the group of international students, and provide necessary assistance in a timely manner. If someone is unfortunately infected, please arrange treatment in time.

Fifth, and most importantly, from the end of March to mid-May, the Chinese Consulate General in Fu successively distributed epidemic prevention materials to all Chinese citizens in the consulate area, and strengthened their epidemic prevention capabilities. A total of 13,075 ordinary medical masks, 9,075 N95 masks, 8,160 bottles of disinfectant hand sanitizer, 8607 packs of disinfectant wipes, and 9054 boxes of lotus cleansing capsules were distributed. Our library is still raising anti-epidemic materials, which will continue to be distributed to Chinese citizens in the near future.

Almost no Chinese citizens have returned home through Suifenhe Port

From the end of March to the beginning of April, a large number of Chinese citizens in Russia returned home from the Suifenhe port. According to information released by Heilongjiang Province, among Chinese citizens who entered the Suifenhe Port, a total of 380 cases of imported confirmed cases were reported, and 29 cases of asymptomatic infections were reported. Most of them returned via the Moscow-Vladivostok-Suifen River route, and a few flew to Vladivostok from other regions of Russia, and then returned to Suifenhe port.

In this regard, Yan Wenbin said that there are three disadvantages of going back to the country from a long distance from Russia through a land port. First, it is not conducive to one's own health and safety. There was no infected person before, and the risk of infection is extremely great; those who have been infected before will aggravate the condition. Second, it is not conducive to the Russian side, and the long-distance toss will undoubtedly increase the spread of the epidemic. Third, it is not conducive to the domestic market and increases the pressure of epidemic input.

Yan Wenbin mentioned that with the joint efforts of both China and Russia, from April 7th, the Sino-Russian Suifenhe-Pogranici Highway Port Travel Inspection Channel was temporarily closed, and when to reopen it will make a decision based on the development of the situation. At the same time, Russia, including local governments, has also adopted a series of measures. At present, almost no Chinese citizens have traveled to the Primorsky Krai from other parts of Russia to try to return to their homeland through the Suifenhe Port.

International students in the district are in a stable mood, study with peace of mind, and prepare for the exam season

Yan Wenbin revealed that there are usually about 2,500 Chinese students in the consular district, and there are currently 447 students in the school. In addition, there are 21 Chinese teachers at the Confucius Institute at Far Eastern Federal University. The Chinese Consulate General in Fu has always paid close attention to the health and safety of the vast number of students studying abroad, and arranged for someone to be in charge of contacting the students to keep abreast of their needs, and has worked out a detailed emergency response with the Chinese Student and Scholar Association The plan.

Yan Wenbin said that the Chinese Consulate General in Fu has made it a priority to provide support for foreign students in epidemic prevention. "At present, Chinese students in school are in a stable mood, study with peace of mind, and prepare for the exam season."

Chinese businessmen are vulnerable to infections and work specifically for this group

Yan Wenbin said that due to the nature of work and the characteristics of business and living places, individual Chinese businessmen are a high-risk susceptible group of new coronavirus and are prone to group infections. In order to prevent Chinese businessmen from being infected with the new coronavirus in the Chinese Consulate General, in particular to avoid clustering infections, the Chinese Consulate General is actively working on the Chinese business community.

First, strengthen reminders in accordance with the characteristics of Chinese businessmen's business and living conditions. "On April 8th and 19th, I sent an open letter to the Chinese businessmen twice, in addition to reiterating the suggestions of not panic, strict home isolation, avoiding long-distance travel, and mutual assistance, I particularly recommended that Chinese businessmen not gather together; try to improve living and living conditions. , Strive to live alone, use the kitchen at the wrong peak; under the circumstances that cannot ensure safety, do not risk resumption of work, nor can you evade supervision and secretly resume work, etc. "

Second, attach great importance to highly related cases and remind Chinese businessmen to strengthen investigations. Among the imported confirmed cases and asymptomatic infections in Heilongjiang Province, 3 cases were found in succession related to the "China's big market" in Ussuriysk. A confirmed case came to Ussuriysk from Moscow and stayed in the big market. The Chinese Consulate General in Fu timely released the trajectory of its operations in Russia according to the news released by Heilongjiang. A confirmed case and an asymptomatic infected person come directly from the big market. The Chinese Consulate General in Fu attaches great importance and publishes relevant information in an appropriate way to remind Chinese businessmen to strengthen investigation and protection.

Third, to distribute sufficient anti-epidemic materials to all Chinese businessmen to enhance their anti-epidemic capabilities. At the beginning of May, the Chinese Consulate General in Fu distributed the epidemic prevention materials supported by Heilongjiang Province to all Chinese businessmen in the consular district counted at that time, and provided a "big health package" to 2209 Chinese businessmen each. Afterwards, some Chinese businessmen suggested that due to various reasons, they would be able to register in the future and missed the distribution opportunity. The Consulate General of the People ’s Republic of China in Wufu announced in mid-May the notice of reissuing health packs to Chinese businessmen. Now more than 1,500 people have been re-stated and will be issued in the near future.

Yan Wenbin said that now the consulate general, including myself, keeps in touch and communicates with the Chinese businessmen at any time, keeps abreast of their demands, and fully assists them. The sentiment of Chinese businessmen in the territory is stable.

Sino-Russian cooperation continues to develop after the epidemic situation

Yan Wenbin emphasized that China and all sectors of the consular region have always been fighting against the new coronavirus epidemic in a friendly and mutually supportive attitude, which truly embodies the core tenet of mutual help between the China-Russia comprehensive strategic partnership of cooperation in the new era.

Yan Wenbin said that the outbreak will inevitably have an impact on Sino-Russian cooperation in the Far East. He said that in order to prevent the input and spread of the epidemic, both China and Russia have closed the land port travel inspection channel one after another, and the air communication between the Far East and China has been completely suspended, which basically caused the personnel exchanges between China and the Far East. "Pause button". The epidemic actually interrupted tourism cooperation between China and the Primorsky Krai. Before the outbreak, in 2019, the number of Chinese tourists visiting the Primorsky Krai exceeded 450,000. In the past years, Chinese tourists began to come to Vladivostok from the end of March, and now it is mid-May, and Chinese tourists are still not seen on the street. In the Primorsky Krai, more than 2,000 tourist bus drivers stopped working and lost their jobs. Affected by the temporary suspension of Sino-Russian freight logistics, the prices of vegetables in the Binhai Territory market also fluctuated significantly in February, and many vegetables and fruits rose 2 to 3 times. Of course, some planting and breeding cooperative projects between China and the territory are also greatly affected.

Yan Wenbin also emphasized that all these impacts are temporary. After the epidemic, cooperation in various fields will resume in a "V" shape and is expected to continue to develop rapidly. (Finish)
