On the other hand, 1 metropolitan area and 3 prefectures in the Tokyo metropolitan area do not meet the criteria for judgment in Tokyo and Kanagawa, so we will make a comprehensive judgment including the medical system.

Regarding the declaration of an emergency based on the Act on Special Measures for Countermeasures against the New Coronavirus, the government is deciding on the 21st whether it is possible to cancel the remaining 8 prefectures, considering the living area etc. in the metropolitan area and Kansai, We are studying together.

In making the decision to cancel, Chief Cabinet Secretary Suga said, "We will make a comprehensive decision after paying particular attention to the three points: infection status, medical provision system, and surveillance system."

Regarding the infection status, the government has set one of the guidelines as "the number of new infected people in the last week is about 0.5 or less per 100,000 people", and it is two prefectures of Osaka, Kyoto and Hyogo in Kansai. Is meeting this guideline, and is making final adjustments in the direction of canceling the declaration.

On the other hand, Tokyo and Kanagawa do not meet the standard in 1 prefecture and 3 prefectures in the Tokyo metropolitan area, so we will make a comprehensive judgment including the medical provision system.

In addition, we also plan to carefully judge Hokkaido, which does not meet the standard.

On the 21st, the government will consult the “Advisory Committee” formed by experts of infectious diseases, report to the House of Representatives of the Houses of both Houses and ask questions, and officially make a decision at the countermeasures headquarters.
