  In addition, maternal pressure increases. According to statistics, elderly women account for 13.4% of the total number of pregnant women in China, and they are on the rise.   In order to implement the paternity leave system, Xiong Sidong believes that the labor inspection department should incorporate the protection of paternity leave rights into the content of labor security supervision; the employer should adopt a labor contract filing system, add special contract content in accordance with the law, clarify the paternity leave rights, and enforce paternity leave Make specific arrangements.

  Xiong Sidong suggested that party and government organs and institutions should be encouraged to take the lead in implementing the paternity leave system for male spouses; for enterprises that implement 100% paternity leave for male spouses during the year, especially small and medium-sized enterprises, certain policy incentives should be given in terms of tax relief, financing loans, etc.

  At the same time, relevant universities, high school vocational schools, and communities should actively participate in male spouse mother and infant care technical training and ability improvement, develop family education curriculum systems, and organize male spouses to carry out learning activities such as popularization of maternal and newborn care knowledge.
