The municipal councilors elected in the first round of municipal elections, which took office on Monday, have between 5 to 10 days to elect mayors and assistants in more than 30,000 municipalities.

According to the advice of the scientific council which gave the green light to their installation, the municipal councils must meet between Saturday 23 and Thursday 28 May, in reinforced sanitary conditions.

An election without audience

The election of the mayor and the assistants having to be done by secret ballot, the physical presence of the councilors is necessary. However, the quorum rules have been relaxed and voting can take place if at least one third of them are present. The possibility to vote by proxy has also been widened and the outgoing mayor will have to decide whether the meeting is held with or without an audience.

The scientific council also considered it preferable that the agenda for this first meeting be limited to the election of the executive. "On the ground, it was a very important expectation of elected officials, now we have to move on to something else," said Minister of Territorial Cohesion, Jacqueline Gourault, on Public Sénat. The installation of the councils had been postponed, with the holding of the second ballot, scheduled for March 22, due to the health crisis - the mandate of outgoing mayors was then extended.

The expected scientific council report

The installation of the executives concerns 30,139 municipalities and 154 community councils elected in full in the first round. 95% of the municipalities concerned, mainly in rural areas, have less than 30 elected representatives. The full community councils will be held on or before June 8. Transitional arrangements, including both outgoing councilors elected in 2014 and elected councilors in 2020, have also been put in place in the 1,100 other intermunicipal authorities whose councils have not been fully elected and which cannot be installed. before the second round.

Inter-municipal authorities (agglomerations, communities of municipalities, etc.) play a major role in economic matters and in boosting public investment. The deadline for installing boards is usually five days after their full election. As a result of the health crisis, it took more than two months this year to set them up. The scientific council must also submit its report to the Prime Minister on Monday on the holding of the second round of municipal elections in the 5,000 municipalities concerned, in June or in the fall.
