But already on Monday 18 there will be the reopening of retail stores and shopping centers, but also of bars, restaurants, hairdressers, barbers, beauticians and non-food markets. And you can return, with due precautions, also to museums, libraries, to visit art galleries and archaeological sites.

The proposal
The agreement, after yet another day of convulsive talks and negotiations between government and local authorities, first arrived at the State-Regions Conference, and then was presented to the Council of Ministers with its own unified proposal.

The agreement
"The united regions, with a great team work and with the sole objective of the common good, without colors, have elaborated a unitary document, with shared guidelines for the economic categories that will be able to reopen from Monday" explained the President of the Liguria Region Giovanni Toti, working "on an easily applicable protocol which we hope will be common". But not everything is defined, so much so that Toti himself explains that starting today the comparison "with categories and social partners to start an important week for the country. A great result to reopen Italy safely". 

Stop self-
certification From Monday, in short, you can return to circulate freely, without self-certification, within your region and transfer to second homes will also be authorized, but the basic rules remain to prevent contagions, as was also foreseen from the draft of the decree: in addition to the ban on leaving the house in the presence of symptoms, social distancing, the obligation to use masks in closed rooms and when it is not possible to keep distance.

Masks in hotels
The protocol approved by the Regions goes very specifically on some of these aspects: in hotels, for example, it will always be mandatory to wear a mask in the common areas, as well as in shops, where disposable gloves will be provided to be able to touch the goods. On the free beaches a surveillance will be established to maintain the safety distance, in the beach chairs and beds they will be disinfected at every customer change. The distance meter must also be respected in hairdressing and beautician shops, except of course the one between customer and employee.

Red zones and regional restrictions
It will be up to the governors, in agreement with the government, to provide for specific limitations or to establish red zones if the contagion index should rise again. Entrusted to the auditors the power to "order the temporary closure of specific public areas or areas open to the public where it is impossible to adequately guarantee compliance with the interpersonal safety distance of one meter".

Inail node
One of the most critical issues of the negotiation was that which concerned, and which concerns, the application of the Inail guidelines for safety in the workplace: the decree developed by the government provides that economic and production activities are allowed, but only "on condition that they respect the contents of protocols or guidelines, suitable to prevent or reduce the risk of contagion in the operating sector or in similar areas, adopted at national level". Some regions, however, considered the national directives too stringent: in the morning Prime Minister Giuseppe Conte however opened the possibility that the individual regions could adopt their own protocols "in compliance with the principles contained in the national protocols or guidelines".

The new distances
The new rules of distancing will once again revolutionize the habits of Italians, who will be able to return to drinking coffee in bars, but not before having waited for their turn in line, wearing a mask: in fact, the entrance will be quota according to the size of the room. At the restaurant, paper menus, no buffets and waiters with gloves and masks. The experts from Inail and Iss have determined that each customer must benefit from an area of ​​four square meters. Between one table and another there must be two meters, while between diners it must be sufficient to avoid the transmission of droplets.
