According to the internal rules, Melnikov explained that the accused and suspects in pre-trial detention centers use daily walks of at least one hour, minors - at least two hours.

The commission did not receive official explanations of the reasons for shortening walks from the Federal Penitentiary Service of Moscow, the human rights activist said.

“According to unofficial data, employees of the pre-trial detention center with the slightest signs of SARS are not allowed to perform services. Therefore, there are not enough warders to bring prisoners to the pleasure yards, ”said the Executive Secretary of the PMC.
