May 14, 2020 The government accelerates the definition of the law decree with the guidelines for the further opening of commercial activities starting from May 18. The Council of Ministers for the approval of the decree law announced yesterday by the Prime Minister, Giuseppe Conte, has been convened for 12 noon tomorrow. First, a meeting is scheduled between the Minister of Health, Roberto Speranza, the Minister of Regional Affairs, Francesco Boccia, and the governors to evaluate the various hypotheses on the reopening, which will probably be differentiated, in light of the latest data on the epidemiological trend of Covid .

Close the game immediately
After the go-ahead to the revival dl, the government wants to close the game of the decree immediately with the guidelines for the new reopenings that will be possible from Monday, May 18. Today the prime minister worked at Palazzo Chigi to speed up the gestation of the provision that will arrive tomorrow morning at the Council of Ministers, convened for 12 o'clock. First the holders of regional affairs and health, Francesco Boccia and Roberto Speranza, and perhaps even Conte himself , will meet the governors, to take stock of the situation and to arrange the interventions. What emerges from the epidemiological data that arrived today, according to what is learned, is that the trend is falling, with a "low" R0 contagion index in all regions, except in Lombardy and Molise where it is classified as "moderate" . Positive results, but which in any case do not abandon the line of maximum caution.

Decree Phase 2
From what has been learned, the possibility of moving from one region to another should not yet be foreseen in the decree. The text will instead contain the possibility of reopening on a territorial basis, if limits are observed in the trend of the epidemic (on the basis of 21 indicators) and on condition that commercial and economic activities guarantee the requirements indicated in the INAIL. However, there will be an automatism for new restrictions if the monitoring registers a transition to the "high" risk category. 

Deadlines
In tomorrow's CDM, there should be some expiring regional laws on the agenda. For the launch of the decree, in all likelihood, it will arrive until Saturday if not Sunday, to give time, tomorrow, to start a comparison with the regions, but also to make a passage with the Technical Scientific Committee and with the task force led by Vittorio Colao.

The Regions on the protocols
"Tomorrow, as the Conference of the Regions, we will have a meeting with the ministers Boccia and Speranza; it may be that there will also be the President of the Conte Council, to discuss what should be the restart next week". This was announced by Stefano Bonaccini, president of Emilia-Romagna. "I hope common sense will prevail," he adds, highlighting how the Region he has led has already prepared a series of documents indicating which procedures to apply in the various business realities to respect physical distancing. "It is not that we want to teach others how to do it - says the governor from Emilia-Romagna - but we believe we have written guidelines that are on the one hand compliant with the need to protect the health of people, workers and customers and other to allow those who will already be able to open, from Monday or in the following days, to be able to do it. Moreover - he adds - the Inail guidelines may actually be indications and not obligations ".

Boccia: "We don't send the entrepreneurs to the massacre"
"Now we collaborate in the exclusive interest of the citizens, knowing that we all want the economy to start again. Now we start from the most resistant Italians" or "entrepreneurs and workers who have been firm, but we allow them to do it safely. Let's not send them to the massacre, because we would all go and I would never forgive myself for this ": so the Minister for Regional Affairs, Francesco Boccia.

What changes after May 18
It now seems certain that from May 18 to move within your region there will no longer be a need to bring self- certification with you . Prime Minister Giuseppe Conte did not say this openly, but he let it be understood: "We are moving towards an almost complete restart or in any case to a phase where most of the activities will reopen," announced the Prime Minister. At this point it seems quite obvious that citizens can, starting from next Monday, circulate without filling in the form anymore. Moreover, with the reopening of bars , restaurants and personal care activities , it would be difficult to continue to justify one's movements. 

From 18 May it will also be allowed to meet your friends , keeping a safe distance and taking care to avoid gatherings. The mask will continue to be mandatory in closed places and in shops ( gloves will also be needed to purchase food ). Shopping centers could also reopen , but rules are being studied to ensure safety.

Even after 18 May, however, it will be forbidden to move between the regions, if not for health reasons, needs or for proven work needs. "The regions have outlined almost all the need for these interregional shifts to remain frozen or at least limited to the maximum at least at this stage," said Conte. "I can predict - he added - that it seems to me a reasonable request, because in this phase in which we are approaching an almost complete restart it is good that there are not too many interregional transfers that could affect the epidemiological curve". It will be discussed again, perhaps, after June 1st.

As for the world of sport , if there are no problems, team sports will open on 18 May while for sports centers , clubs , gyms , with all the precautions and prescriptions of the Council of Ministers , starting from 25 May . The Minister wanted to reiterate the various interventions concerning collaborators, mortgages, rents, layoffs and asked for a common effort by all sports bodies to have objective and univocal criteria to be assigned to 120 thousand sports associations.
