Justice Minister Juan Carlos Campo has managed this Wednesday to validate the decree-law of "procedural and organizational measures to deal with Covid-19 in the sphere of the Administration of Justice" despite the votes against PP , Vox and Citizens. However, the Executive will have to process it as a bill, which opens the door to future modifications via amendment.

Thanks to the variable geometry, the Government has managed to approve the parliamentary process with the votes of its investiture partners, ERC and PNV as well as minority groups, which have allowed for a brief majority to validate the decree. The decree-law obtained the support of 178 deputies, while 161 were against and 10 abstained.

On the other hand, its processing as a bill through the emergency route had the majority support of the Lower House; 346 deputies voted in favor, two voted against and only one abstention.

During the debate, from the rostrum of the Congress of Deputies, Minister Juan Carlos Campo asked parliamentary groups for support as an exercise in "collective responsibility". "It is not a decree from the Government but from the entire Justice sector," he said.
