The first vice president of the Government, Carmen Calvo, has announced this Wednesday in the Senate that "important legislative reforms" will have to be undertaken to dispense with the state of alarm decreed by the coronavirus crisis, from which the Executive intends to leave as soon as the de-escalation is over " at the end of June, the first days of July. "

In an appearance in the Constitutional Commission of the Upper House to report on the general lines of his department's policy, Calvo specifically referred to tackling "quickly" a reform of health legislation to end the validity of the state of alarm.

It will be to "equip" oneself to spend the summer and autumn, if there is any rebound, under conditions that allow "article 116 of the Constitution to no longer have to be used," said the Vice President of the Government, who has claimed " consensus and agreement "to make these changes, also in the field of education.

The first vice president has also said that they will be done without "diminishing" the powers of the autonomous communities to "assume and react in everyday terms" to new emergencies that may occur.

Calvo has considered that ordinary legislation does not allow the adoption of "precise measures" in the face of a pandemic like that of Covid-19, because "it is not contemplated." As he recalled, the main state law is more than 30 years old, and the legislator did not contemplate a situation like this because it was "unimaginable."

Projects "stranded" in Congress

He specified that this situation will arise "quickly and urgently", because leaving the alarm means equipping yourself with important instruments to "be able to navigate any situation that will disturb us again", in reference to possible spikes.

Calvo has reiterated that, given this circumstance, the transformation and legislative reform projects "will come very quickly" and, in fact, some of them have already begun their process, but are "stranded" in Congress.

And that "everything will be oriented to two or three elements that constitute the structure and architecture of reformist action" of the Government, such as the ecological transition to climate change, equality between men and women, and also the strengthening of public services and the welfare state.

Another of the pending issues that Calvo has made urgent is the renewal of constitutional bodies, such as the General Council of the Judiciary ( CGPJ ), and others that require a reinforced majority, and has warned against reaching an agreement in this regard. it would mean "breaking the Constitution itself."

For this reason, the vice president has said that it is an "important concern" for the Government and that "there are no excuses", not even in the face of this crisis due to the pandemic, for "not reaching the corresponding renewal agreement."

At the end of her intervention, Calvo regretted that "the most painful and hard part" of this pandemic has not been taken "being able to help" from the Government, because she herself suffered the coronavirus, for which she had to be hospitalized.
