The minimum vital income will be compatible with the insertion income that the autonomous communities already give. This is established in the draft of the decree-law that will regulate state aid, which has been exclusively accessed by EL MUNDO.

The document refers twice to this possibility. First, in article 1 : "This royal decree-law aims to create and regulate a benefit (...) without prejudice to the aid that the autonomous communities may establish in the exercise of their powers."

Second and most important, in article 20 . There it is stipulated, directly, that "for the determination of the income" of the applicants the set of income or income of all the members of the household in question will be taken, "except for the economic benefits established by the autonomous communities as a minimum insertion income, to guarantee the economic resources of subsistence to people who lack them ".

That is to say, the incomes can be combined, because the collection of the regional will not even count to access the state. Sources from the Ministry of Social Security confirm that the two grants "will coexist", without a doubt, but that given the complex casuistry, community by community is being valued.

The Ministry of José Luis Escrivá has deliberately wanted to give an ambiguous wording to this article, since it is still "evaluating" with the autonomies what is the best way to collect both benefits at the same time. For example, whoever gets the state subsidy can only enter a percentage of the regional one.

Basque Country, Asturias, Valencian Community, Canary Islands, Navarra, Andalusia, Castilla-La Mancha, Murcia or the Balearic Islands , among other regions, already have a system to provide essential help to people at risk of extreme poverty.

In fact, in Spain there are 679,180 families that receive an income from regional integration, according to the latest official data compiled by the Government. The average amount of regional benefits is 463 euros, just one euro more than the base income that the Ministry has established: 462 euros.

It should be noted that the minimum vital income of the government will be a complementary income to the rest of the applicants' income, and that it will amount to up to 1,015 euros in cases of greatest need (two adults and three or more children), as this newspaper announced the Sunday.

In addition, the decree-law will make it possible to present the request to collect the aid by means of "a responsible declaration in which it will be stated that the requirements are met." Among them, that the claimant had little income in 2019, that he is over 23 and under 65, that he does not have a house owned by more than 100,000 euros or that he is actively looking for a job, but cannot find it.
