Tax cuts, food checks, investments in infrastructure, help lines for SMEs and the self-employed , expansion of terraces ... Madrid's municipalities are launching their 'Marshall plans' on a small scale in order to revive the economy in the face of the crisis of coronavirus and begin to take steps before the de-escalation.

Three songs

The motto of this town in the north of the region is all together to fight against Covid. In this way, the mayor of the municipality, Jesús Moreno (PP), has reached an agreement with PSOE, Ganemos Tres Cantos, Ciudadanos and Podemos to sign the Pact for the Promotion of Tres Cantos with an investment of 1.6 million euros . This agreement also includes business associations, the CCOO and UGT unions and the social organizations Red Cross and Caritas.

The pact includes a line of direct aid of 700,000 euros for the self-employed, merchants and SMEs that have had to close their activity due to the state of alarm and another 200,000 euros for workers affected by Ertes or ERE, who may receive 400 euros for person.

The City Council will also invest 50,000 euros in providing PPE to workers in social services, residences and health centers.

Las Rozas

Take the stores to the street. This municipality has launched a new initiative in order to allow shops (greengrocers, bookstores ...) to display their merchandise on the street in phase 1 of the de-escalation. For this they will have to request an authorization from the City Council to have a few meters of terrace, which must have the approval of the municipal technicians.

The City Council, governed by the PP, has also launched a three million euro helpline for SMEs and the self-employed and this week will approve another million euros in subsidies for local commerce, so that it can reinforce security measures in its businesses with screens and disinfection systems .

Like the other municipalities, Las Rozas will allow an expansion of the terraces , which may not exceed 500 square meters.

Majadahonda

Majadahonda's recipe to get out of the hole is to launch an ambitious Investment Plan of more than 60 million euros with the aim of boosting the municipality's economy. To this project we must add the largest asphalt operation in the history of this municipality in the west of the Community, which will cost 4.5 million euros.

The City Council, governed by the PP, has also launched a wide battery of fiscal measures, which includes the cancellation of rates and the lowering of taxes on families, companies and businesses, for which reason it will stop paying 1.5 million euros . The City Council will also suspend for one year the fees for opening , operating or change of activity licenses for businesses.

The asphalting will focus on 20 of the main streets and avenues of the municipality, covering an area of more than 170,000 square meters.

Pozuelo de Alarcón

The strategy of Pozuelo, the municipality with the highest per capita income in Spain, is based on an Economic Support Plan for Hospitality , which includes direct aid, the expansion of terraces and the cleaning of premises.

The plan is endowed with 3.5 million euros, of which 100,000 euros will go to the disinfection of all establishments to give confidence and security to the consumer.

The popular mayor, Susana Pérez Quislant, has works underway for more than 20 million euros and is committed to investing more than 50 million until 2023 . According to his testimony, "every million euros invested supposes the creation or maintenance of 25 jobs".

Navalagamella

This town in the west of the Community celebrated the festivities of its patron Saint Miguel this May . Now, the items for the festivities and culture have been cut in half to dedicate that budget to a line of aid of 150,000 euros for needy families and the companies most affected by the coronavirus.

The City Council was also going to outsource the garbage service, but due to the appearance of Covid-19, it has decided to create five new municipal squares for street cleaning and gardens. "It is essential that the mayors now generate employment among the families of the municipalities, which have been the most affected by the pandemic," says the popular mayor of the town, Andrés Samperio.

Alcorcón

After promoting a series of fiscal aids, such as the suspension of the terraces rate , the municipal government - governed by the PSOE in coalition with United We Can - has approved a crash plan worth 943,000 euros, which will allocate half the amount to social care.

A comprehensive plan for unwanted loneliness, aimed primarily at the elderly, is its main premise. Beyond help, food delivery or telecare, it will provide accompaniment services to take care of mental health.

30% of this crash plan will be borne by the prevention of contagion : it will provide protection materials to the public and will carry out an intensive cleaning and disinfection of municipal buildings and public roads.

Mostoles

The municipal executive, ruled by the socialist Noelia Posse, has prepared reconstruction budgets "so that no citizen is left behind", after the passage of the crisis unleashed by the coronavirus. A significant amount will be allocated to social services to cover the needs of the most disadvantaged and the elderly.

It will also boost the business fabric with aid to revive local commerce and SMEs or the temporary suspension of some taxes. The improvement and maintenance of public parks and gardens (for 6.5 million euros) or the paving of the streets (for a million) are some of the initiatives that the City Council has launched.

Until now, he has suspended the terrace rate during the alarm state and, on his return, ensures that he will not limit the space for the tables . It also includes the concession to grant new licenses for those bars that do not have them.

Leganes

Leganés, one of the municipalities in Spain most affected by Covid-19 and which has one of the oldest populations in all of Europe, is focusing all its efforts on protecting the elderly. Civil Protection volunteers take down the garbage to those who are alone or unprotected, bring healthy menus or pick up medications from the pharmacy.

In addition, the City Council provides psychological counseling to residents by telephone, makes group video calls to promote contact between the elderly and has a sports and leisure program running, which can be enjoyed from YouTube.

Valdemoro

It has been another of the towns most affected by the pandemic. For this reason, the Valdemoro City Council, under the command of Ciudadanos, intends to agree with the other political parties on its plan to deal with the crisis caused by the coronavirus. After making an analysis of the situation, he wants to implement a health recovery plan to prepare the municipality in case of outbreak , which includes a special protocol in residences.

In addition, cutting the superfluous expenses, he has in mind a fiscal contingency plan, which involves a 90% discount on the terrace rate to boost the hospitality recovery and give aid of 300 euros to the self-employed and merchants with an initial fund of 90,000 euros.

Aranjuez

The budget for the town's patron saint festivities, canceled by the health crisis, will be the starting point for the Recovery Plan , with 500,000 euros of investment, which is planned by the municipal government, led by the PP.

As for the elderly, it has reinforced its assistance with various programs to detect their needs or that they do not feel alone , in addition to offering them pharmacy services and procedures in banking entities. And for the municipality's health professionals, it has launched a psychological first aid initiative.

Torrejón de Ardoz

The mayor of the town, Ignacio Vázquez (PP) and the entire local government have lowered their wages by 10% during the state of alarm, an initiative to which the PSOE councilors have also joined. This amount will go to the purchase of protection material for health professionals.

In addition, the Department of Social Welfare has also issued checks of 100 to 450 euros per month to buy basic food for the neediest families. The City Council has started the campaign to collect financial contributions "Torrejón de Ardoz donates against the coronavirus" in the face of numerous proposals from residents, associations and entities that have wanted to make financial donations.

Alcala de Henares

The Cervantino City Council, in the hands of the PSOE, has implemented more than 100 measures to help its neighbors since the start of the pandemic. Now, it has proposed to the rest of the political parties a credit modification - under the extended budget of 2017 - amounting to 1,355,000 euros to contemplate emergency aid to small companies.

A part of this credit would also serve to take on the extraordinary measures in tax matters, such as deferment and flexibility of payments , and which street vendors of street markets can already benefit from.

In order to protect the most vulnerable, it has created a volunteer bag to shop for the elderly. It has also distributed cards to spend in the Mercadona, Hipercor and Carrefour supermarkets to 174 families for a total value of 10,000 euros and has given emergency aid totaling 43,000 euros to another 216.

Saint Sebastian of the kings
