The Russian President announced a gradual decrease in the measures to block the coronavirus. Although the latest data has just made Russia the fourth most infected country in the world, Vladimir Putin has ordered the Russians to return to work tomorrow, Tuesday. Gone are six non-working weeks in which the country has run at half gas.

Putin has made this decision despite the fact that Russia today beat Italy in Covid-19 cases , reaching 221,344 cases .

In a televised address across the country, the Russian president said that starting Tuesday he would begin to lift restrictions that had forced many people to work from home or temporarily close their businesses. "The measures adopted allow us to move to the next phase of fighting the epidemic, the beginning of the gradual lifting of restrictions," he explained.

Russia, with 145 million inhabitants, is a "big country," Putin recalled. That is why the central government will not be in charge of proposing a general roadmap , but it will be the regions that make that decision, taking into account the severity of the pandemic in their territories.

Putin warned that "if the situation demands it, it may even be necessary to increase" the restrictions. The de-escalation must be carried out with "caution" and "step by step" , respecting all the sanitary requirements that "guarantee the safety of people". The objective is to prevent a recurrence of the pandemic, which would leave the economy very 'touched'. For the Russian leader, it is crucial to increase the number of tests to 300,000 a day in mid-May, since, he argued, the "more effective" the tests, the "faster" the country will overcome the pandemic.

"The fight against the epidemic is not over , " he warned. For this reason, mass acts will continue to be prohibited and compulsory confinement will be maintained for those over 65 years old and chronically ill.

The Russian leader always tries to accompany his messages about the coronavirus with new support measures. A new package of aid for the population awaits the Russians, which includes subsidies for 27 million minors , whose parents will receive financial aid from the 1st of next month. The government is now working on a recovery program for the economy. Above all, employment, since unemployment has doubled in the last month to affect 1.4 million people. Putin also advanced that small and medium-sized companies in the sectors most affected by the coronavirus will deduct all taxes and contributions for this second quarter of 2020, except VAT.

MOSCOW, FOCUS OF THE PANDEMIC

The eyes are now on Moscow: it is the focus of the pandemic in this country with 115,909 cases , of them 6,169 in the last 24 hours. The mayor of the capital, Sergei Sobianin, wants to prolong the confinement for the Muscovites until June. The only exception are construction workers and industry workers, who will be able to return to their jobs (as long as they wear masks and gloves, and keep their physical distance at their workplaces) tomorrow, Tuesday.

The rest of the inhabitants of the capital will spend a total of two months locked in their houses, going out only to buy, throw away the garbage and take the dog for a walk. The city operates a complex system of individual passes with alphanumeric codes , which allow some to move by subway or car for authorized travel.

The president believes that the self-isolation regime, in force in different regions of the country as well as in Moscow for more than a month, has stopped the spread of the virus. Thus, it has given time to improve the preparedness of hospitals and the public health system for the outbreak. A total of 39,801 people have recovered and 2,009 have died . The number of active cases currently constitutes 179,534. To date, more than 5.6 million tests have been carried out in Russia.
