"The rules are not changed in the middle of the game," the President of the Generalitat, Ximo Puig, said this Sunday in his first appearance after learning of the decision of the Ministry of Health to keep a large part of the Valencian Community (including its capitals). ) in phase 0. The phrase came to summarize the major anger in the Consell for what is considered a grievance to an autonomy that, according to its leaders, has evolved much better than other regions in controlling the pandemic. In other words, the Valencian Government no longer maintains without euphemisms that the Ministry has not only applied technical criteria in the de-escalation plan, but also political ones to benefit, for example, the Basque Country.

To shore up this thesis -and also in the face of the pressure received to do so-, the Ministry of Health has ended up publishing on its website the full report that it sent to the Ministry , which is directly accused of improvising criteria at the last minute to leave in the gutter of the de-escalation to the main Valencian health departments. Without going any further, the director of the Center for Coordination of Health Alerts and Emergencies, Fernando Simón, explained that one of the reasons that had penalized the Valencian Community was the "not insignificant number of suspected cases that could not be done a diagnostic test ».

And what does the report say? From the data provided by the Ministry itself it appears that one of the weak points is precisely the control and spread of the virus among the Valencian population, with little information on how new infections occur . In other words, the Valencian Community has been able to take advantage of all its health resources and demonstrate its ability to care for the sick, but the truth is that it does not know how many people will actually be infected by Covid and how the vast majority of the patients have been infected.

The first point refers to the performance of PCR tests . According to the report, the percentage of cases with symptoms compatible with Covid-19 in which PCR has been performed does not exceed 40.21%. In other words, of every 100 suspected Covid cases, 60 could not be confirmed using the PCR test.

Valencian Government sources insist that the Valencian Community, with fewer cases than the Basque Country, has done 8,300 more PCRs . And, after making it clear that the Ministry's protocol did not require PCR for minor suspects, the Ministry of Health has now ensured that all health centers will do so to minor suspects as of Monday.

Another questionable aspect in the ability to control the pandemic by the Valencian health authorities is reflected in a number that leaves no room for doubt: 98.4% of new cases are not contact of known confirmed cases . Thus, the vast majority of affected people are unknown.

Along these lines, the report also reveals that only 17.73% of cases have been identified as "close" contacts, that is, at risk of having been equally infected. What's more, the Ministry cannot even give details of those close contacts who have been followed up on their health in case they had to be quarantined.

Despite this, the report sent to the Ministry ensures that the Community could ensure all the "health guarantees" to safely start the de-escalation. A step that is considered precisely "urgent" in the face of "the greater vulnerability of the Valencian Community's economy to the Covid crisis". The Consell forecast even speaks of an unemployment rate of between 18.1 and 19.8%. Or what is the same, this pandemic would devastate the labor market by losing between 105,623 and 137,882 jobs.
