by Tiziana Di Giovannandrea 09 May 2020 INPS provided the data updated to 7 May relating to the management and disbursement of the CIG, the redundancy fund in derogation. The requests determined by the individual regions and sent to INPS for payment authorization are 305,434. Of these, 206,904 were authorized by the Social Security Institute and 57,833 were paid, corresponding to an audience of 121,756 beneficiaries. The data can be read on the INPS website and refer to the date of 7 May.

On May 3 the173,565 requests had been sent from the Regions to the Social Security Institute. Of these, 85,046 were authorized and only 29,600 were paid to 57.975 eligible beneficiaries. 

On the Cig in derogation, an arm wrestling was triggered between Regions and INPS with mutual accusations on who is responsible for late payments. According to INPSPayments from the layoffs in derogation are slow due to the Regions. The Regions, in a statement from the Conference of the Regions and the Autonomous Provinces , reply: "Delays do not depend on us" but on a cumbersome system which "is based on rules laid down for ordinary situations and which therefore entails time not compatible with a situation of emergency and extraordinary nature which is what we are experiencing ". The Conference chaired by  Stefano Bonaccini  thunders against the "unpleasant" statements of the President of the Social Security Institute, "not based on loyal interinstitutional collaboration relations".

The Cig managed by the Regions is intended for workers of companies that cannot use the ordinary Cassa. The procedure for obtaining the IGC is more complex than that of the IGC, the Cassa Ordinaria, as the applications are managed and determined by the regions they examine, instruct the practices and then turn them to INPS for payment purposes. This is based on an agreement signed with unions and employers.

Cig: Conte unions intervene 
"This situation - the secretaries general of the three unions CGIL, CISL, UIL, Maurizio Landini , Annamaria Furlan , Carmelo Barbagallo in a letter sent to the Prime Minister Giuseppe Conte say - risks undermining the effects of all the important measures that have been put in place both in terms of income and labor support and the business system. Matters on which we had, in recent days, a first opportunity for discussion. On the whole of these issues we turn to you - he concludes the letter - so that it is possible to meet and define the necessary actions (including specific insights / meetings) to overcome the current difficulties and delays in the interest of the whole country ".

The letter was also sent for information to the Minister of Labor Nunzia Catalfo, to the Minister of Economy Roberto Gualtieri, to the Minister of Economic Development Stefano Patuanelli, to the President of the Conference of the Regions Stefano Bonaccini, to the President of INPS Pasquale Tridico and to the director General of the ABI Giovanni Sabatini.
