With the approval of the Party Central Committee and the State Council, the inspection team recently gave feedback to the Chongqing Municipal Party Committee and Municipal Government. The inspector pointed out that the municipal water conservancy bureau had insufficient supervision and guidance on the river system, and some river leaders did not know which river he was.
Inspectors believe that the Chongqing Municipal Party Committee and Municipal Government have actively built an ecological barrier in the upper reaches of the Yangtze River, accelerated the construction of beautiful places with beautiful mountains and rivers, and paid close attention to the first round of environmental protection inspection and rectification. The ecological and environmental protection work has achieved remarkable results. Completed 182 rectifications of various issues, and the ecological environment of Jinyun Mountain has improved significantly. Strongly rectify the ecological destruction of Shizhu Shuimoxi Wetland Nature Reserve, dismantle illegal buildings of 136,000 square meters, and the wetland ecology has been greatly restored.
Chongqing resolutely implements the decision-making and deployment of the Party Central Committee and the State Council on ecological environmental protection, regards the construction of an important ecological barrier in the upper reaches of the Yangtze River as a major political responsibility, delineates an ecological protection red line of 20,400 square kilometers, and establishes 220 natural protection sites of 16,000 square kilometers. Take the first round of environmental protection inspection and rectification as a major political task, improve the ecological environment problem discovery mechanism, promote the solution of prominent ecological environment problems, and resolutely fight the battle of pollution prevention and control.
Chongqing attaches great importance to this inspection work, and reforms are carried out while governing and reforming. As of December 2019, 2,529 cases reported by the inspection team have been settled, of which 1,276 have been ordered to be rectified; 561 have been filed for punishment and a fine of 27.501 million yuan has been filed; 4 have been filed for investigation, 7 have been detained, and 327 have been interviewed. The inspector pointed out that in recent years, although Chongqing's ecological environmental protection work has achieved remarkable results, there is still a certain gap compared with the special important location and the expectations of the masses.
First, some localities and departments are not fully aware of their actions in promoting ecological environmental protection, and their actions are not conscious. Without a deep understanding of the implementation of the strategic decision to implement the Yangtze River Great Protection, the concept of "together grasp great protection and not engage in major development" is not yet firm enough. Chongqing Municipality and Wushan County two levels of economic and information departments know that the Chongqing Mining Development Co., Ltd. JT kiln cement production line should be phased out by the end of 2012, but they have not been included in the phase-out plan. Wushan County has long allowed the enterprise to produce illegally, and even after the production license of the enterprise expires, it also came forward to coordinate with the relevant parties to renew the production license for the enterprise, which led to the long-term illegal discharge of the enterprise and the destruction of the ecology, which threatened the protection of the Yangtze River .
Tongnan District has successively introduced 20 industrial projects banned by the plan in Tongnan Industrial Park (North District), resulting in outstanding environmental problems in the park and strong public response, especially the problem of odor disturbance. Since 2017, the masses have reported as many as 625. The centralized wastewater treatment facilities of more than 60 mustard processing enterprises in Dianjiang County are generally operating irregularly. The industrial integration and upgrading of more than 1,900 "hardware" processing enterprises in Longshui Town, Dazu District have been slow to advance, and regional environmental problems have not been effectively resolved for a long time. There are also some districts and counties that do not pay enough attention to the ecological and environmental issues around the masses. The inspection team spot-checked 29 mass reports and found that 7 cases were not handled in place. For example, Dianjiang County reported back to Chongqing Tuokai Environmental Protection Technology Co., Ltd. that the public reported the pollution and harassment problem without in-depth investigation.
The municipal water conservancy bureau has insufficient supervision and guidance on the river system, and some river leaders do not know which river they are; some rivers have a "one river and one policy" plan that is not strict and not true, and some districts and counties do not check the river. . Since June 2018, the Municipal Forestry Bureau has issued 11 documents requesting districts and counties to clean up and report the ecological environment problems of nature reserves, but with more deployments and fewer inspections, some illegal construction projects have not been included in the scope of remediation.
The second is that there are weak points in the first round of rectification. Yutan Lake, Dazu District, Chongqing City was included in the national key support and protection of lakes with good water quality in 2013. It received central governance funding support and requires that the water quality should be better than Class III from 2015. However, due to discounts in protection and governance, water quality has generally fallen to category IV from 2017, and even deteriorated to category Ⅴ or worse than category Ⅴ during certain periods. Chongqing's rectification plan requires that by the end of 2017, 60 municipal-level and above industrial concentrated sewage treatment facilities will be fully covered, but the Hechuan Industrial Park Weituo Group and Jiangjin Qiaohuang Industrial Park have not built sewage treatment plants as required.

The feedback from the first round of inspectors pointed out that the manganese slag yards of 18 electrolytic manganese enterprises in Xiushan County had no anti-seepage system. Chongqing's rectification plan requires Xiushan County to complete the rectification by the end of 2017. However, the inspector found that the rectification work was perfunctory. The renovation of the historical slag yard only replaced the construction of the anti-seepage system with a simple surface covering. Some of the slag yards changed the construction scale without authorization, and even secretly drained the direct wastewater; The Xiaoxi manganese slag yard has been idle for a long time and basically lost its function. Banan District knows that the high level of the Huangxikou sewage pumping station is too low, which causes a large amount of collected sewage to leak into the river through the pumping station, but it is allowed to exist for a long time, making the construction of the sewage pipe network a "face project".
Chongqing's rectification plan requires that the rectification of the ecological base flow of small hydropower be completed by the end of 2017. However, the inspector found that Banan District did not mention the small hydropower ecological base flow rectification work when formulating the rectification plan. Among its 29 small hydropower stations in Wubu River and Yipin River, only 4 built ecological base flow discharge facilities, and some river sections The problem of water reduction and even flow interruption is still outstanding. To cope with the inspectors, the Banan District Water Conservancy Bureau even fabricated false documents. Chongqing Jiangjin Baisha Industrial Park Sewage Treatment Plant was only completed and put into operation in June 2019. After the inspectors were stationed, Chongqing Baisha Construction Co., Ltd. covered the sewage overflow problem by first burying a hidden pipe to divert the sewage, and then temporarily blocking the stolen discharge port. During this period, a large amount of industrial wastewater was directly discharged into the Yangtze River through the hidden pipe.

Third, there are still weak links in the management and repair of the Yangtze River coast. Ports and docks were illegally constructed in some places, occupying and destroying shorelines. For example, there are 7 illegal docks in the Fuling section of the Yangtze River and Wujiang River. Wanzhou District Huage Biochemical Co., Ltd. ’s 20,000-ton tetrachloropyridine project site is located within 1 km of the main stream of the Yangtze River, which violates relevant national requirements. However, the Wanzhou District Government and the Wanzhou Economic Development Zone Management Committee have tacit approval of the project construction. The project environmental impact assessment report was approved in April 2019, and the project was not stopped until the inspection team discovered it.
The inspector also found that the Municipal Transportation Bureau did not have a comprehensive understanding of the city ’s port and terminal construction, and that the city, district (county) transportation departments had not investigated and dealt with illegal terminals such as Red Lion Rock Bay, Silent Port, and Golden Basin Freight. Rectification was not urged. The Economic and Information Commission of the Municipality did not have clear information about the chemical companies along the Yangtze River and the situation was unknown. It did not include Chongqing Jianfeng Industrial Group Co., Ltd., Xintao High-tech Materials Technology Co., Ltd. and other chemical companies within 1 km of the river.
Changshou District Chongqing Iron & Steel Co., Ltd. changed the designated solid waste storage location without permission. On a hillside less than 800 meters away from the shoreline of the Yangtze River, about 300,000 tons of steel slag mixed with other solid wastes were illegally stored, and no anti-leaching and anti-seepage measures were taken. Measures, exceeding the standard shower solution straight to the Yangtze River. The heavy steel solid waste comprehensive utilization disposal site next to the slag field and the site of Chongqing Yuhong Renewable Resources Co., Ltd. also piled a large amount of industrial solid waste such as steel slag, etc., without taking anti-leaching and anti-seepage measures, and the leaching solution was discharged directly into the environment.
Fourth, the inspector also found some other outstanding problems. In recent years, some places in Chongqing have violated the regulations on the management of nature reserves and arbitrarily seized and destroyed ecological resources to develop and construct real estate. Kaizhou District has long ignored and even supported the problem of illegal house construction in Tiefengshan National Forest Park. After the Chongqing Municipality notified the relevant issues, the party committee and government of Kaizhou District did not pay enough attention. As of July 2019, 10 real estate projects have been completed, with a total construction area of 216,000 square meters, causing serious ecological damage and hidden safety hazards. Wansheng Economic and Technological Development Zone included the 43.9 square kilometers buffer zone and core area of Heishan County Nature Reserve into the planning scope of tourist scenic spots, which led to illegal encroachment on the protected area by some real estate projects, rural hotels and tourist facilities. Chengkou Daba Mountain National Nature Reserve, Kaizhou Pengxi River Wetland Nature Reserve, Pengshui Maoyunshan County Nature Reserve also have various levels of illegal construction and other issues.
In some districts and counties, the drainage pipe network is not completely shunted, the influent concentration of the sewage treatment plant is low, and the gap in the sewage pipe network is large in some areas. The problem of domestic sewage overflow is more common, and the upgrading of sewage treatment plants in some districts and counties is slow. For example, the COD concentration in the influent of Yuelai Sewage Treatment Plant in Liangjiang New District and Xiushan County Sewage Treatment Plant has been below 100 mg / L for a long time, and the overload of urban sewage treatment plants in Beibei District, Chengkou County and Zhongxian County has reached about 30%.
In addition, the city's agricultural non-point source pollution problem is still relatively prominent, becoming an important factor affecting the water environment of secondary rivers. In 2018, Chongqing's aquaculture area was 83,024 hectares, and about 107.7 million tons of tailwater were discharged directly without treatment every year. The reduction of chemical fertilizers and pesticides is not strict, and the actual use of chemical fertilizers per planted area in the city has not decreased but increased. Hazardous waste environmental supervision needs to be strengthened. For example, Chongqing Tianzhi Environmental Protection Co., Ltd. has long entrusted others to illegally dispose of hazardous waste, and the relevant criminal suspects are at large.
The inspectors demanded that Chongqing should correctly handle the relationship between economic and social development and ecological environmental protection, and resolutely shoulder the political responsibility for ecological civilization construction and ecological environmental protection. We must hold our ground, consolidate our achievements, and maintain the strategic determination of ecological and environmental protection. It is necessary to strengthen the management and control of the Yangtze River coast and the management of key lakes, and accelerate the construction of sewage treatment infrastructure. It is necessary to pursue serious accountability in accordance with regulations and disciplines, and to instruct the relevant departments to conduct further in-depth investigations, clarify responsibilities, and hold them accountable seriously, accurately, and effectively. Those who need to carry out compensation for ecological environmental damage or need to file a public interest litigation shall be dealt with in accordance with relevant regulations.
The inspector emphasized that the Chongqing Municipal Party Committee and the municipal government should study and formulate rectification plans based on the inspector's report, and report to the Party Central Committee and the State Council within 30 working days. The rectification plan and the implementation of the rectification shall be disclosed to the society in accordance with relevant regulations.
The inspection team also sorted out the issues related to the investigation of the responsibility for the damage to the ecological environment, and it has been handed over to the Chongqing Municipal Party Committee and Municipal Government in accordance with the relevant regulations.
