Some departments and localities do not act, do not take responsibility, or even blame themselves for promoting ecological environmental protection. The issues of besieging the city, surrounding islands and odors and disturbing the residents have become the areas where the masses reflect the most, accounting for 41.8% of the total mass reports made by the inspectors during their stay. Faced with the strong demands of the masses, the relevant localities and departments disagreed and acted slowly, so that the relevant issues became more and more intensified, which has become the current outstanding contradiction in the field of ecological environment in Hainan Province. As the competent department of the industry, the Provincial Department of Housing and Urban-Rural Development does not elaborate or decompose the inspection and rectification plan, and does not act slowly while promoting the rectification. The work of the Provincial Development and Reform Commission is not slow, and it requires a special plan for the waste-to-energy construction project completed in June 2018, which will not be issued for implementation until the inspectors are stationed. In inspectors, provincial departments often report that cities and counties are not working well enough, resulting in slow work and poor results. The inspectors found that this kind of complaining and watching each other, "the department pushes the city and the county to look at the department" is still relatively common in Hainan Province, resulting in many inspectors' rectification and correction work being difficult to carry out effectively. In adjusting seawater aquaculture structure and solving aquaculture pollution, the ups and downs are very prominent. The Provincial Department of Agriculture and Rural Affairs lacked the front organization, and the tidal flat plans for provincial-level aquaculture waters were delayed. However, the city and county governments were required to prepare the plan first, and no guidance or check was made on the work of delimiting and restricting areas. At the same time, some cities and counties are blindly waiting for the overall guidance of the provincial departments, and are generally in a wait-and-see state. Many cities and counties in Hainan Province have not assumed the responsibility for the construction and management of domestic sewage treatment facilities and supporting pipeline networks, lack of overall coordination and planning, and often real estate projects have been built, and sewage treatment facilities and supporting pipeline networks have not yet been implemented. In order to speed up the project, some places have to require real estate companies to build and operate domestic sewage treatment facilities on their own. After the first round of Central Environmental Protection Inspectors, they failed to make inferences about violations of the nature reserves. Some nature reserves are even building new projects in violation of the regulations. The R & F Hongshuwan Project reclamation has occupied 92 acres in the core area of the Huachangwan Mangrove Nature Reserve in Chengmai County. The problem has not been rectified yet, and the construction of reclamation in the nature reserve continues. Chengmai County did not work hard to strengthen the protection of mangrove forests, but spent effort on revoking nature reserves and reducing the area of nature reserves to develop a "tailor-made" plan for the project.
The Provincial Forestry Bureau has little determination and few methods to promote the rectification of nature reserves. It has blindly emphasized the main responsibility of the cities and counties. There are still 22 of the 50 nature reserves in the province that have not been divided into three areas, and 11 approved construction areas are inconsistent with the management and protection areas. The management of municipal and county-level nature reserves is seriously lacking, and most of them are in vain. Haikou Yongxing Bird Nature Reserve, Wenchang Celebrity Mountain Bird Nature Reserve, etc. have not been protected according to the requirements, and their names have survived. As the main responsibility department of the original Provincial Oceanic and Fishery Department, none of the three tasks of renovating marine-type nature reserves led by them were completed. The inspectors demanded that Hainan Province urge all departments at all levels to earnestly fulfill their ecological and environmental protection responsibilities, promote the resolution of regional and industry-focused ecological and environmental problems, and resolutely fight the battle against pollution. It is necessary to rationalize the management systems of various nature reserves, place marine environmental protection in a higher position, implement solid waste classification and waste disposal, and make great efforts to solve the ecological and environmental problems that the masses reflect strongly. It is necessary to take serious accountability in accordance with regulations and disciplines, and to instruct the relevant departments to conduct further in-depth investigations, clarify responsibilities, and hold the accountable in accordance with relevant regulations. Those who need to carry out compensation for ecological environmental damage or need to file a public interest litigation shall be dealt with in accordance with relevant regulations.
The inspector emphasized that the Hainan Provincial Party Committee and the Provincial Government should study and formulate rectification plans based on the inspector's report, and report to the Party Central Committee and the State Council within 30 working days.
