It is noted that at each of the stages, the heads of the constituent entities of Russia, at the proposal of the chief sanitary doctors of the regions, will be able to make decisions about certain events.

The Rospotrebnadzor explained that the method of assessing the readiness to overcome the restrictions implies evaluating factors such as the distribution coefficient of the coronavirus, free bed capacity, and test coverage.

So, each subject will have an individual period of overcoming restrictions.

The department noted that the restrictions at each stage will be removed gradually. So, first it will be possible to walk and play sports on the street, the work of small objects of non-food trade and services, which exclude simultaneous contact of a large number of people. 

At the second stage, trading enterprises of a larger area, individual educational organizations will be able to resume their activities. At the same time, there will be restrictions on the maximum number of people who can simultaneously be on the trading floor

At the third stage, trade and service enterprises will resume their work - without limiting the number of simultaneously serviced visitors and the area of ​​the facility being opened, catering establishments, hotels, and educational institutions without exception.

At the same time, the department emphasized that “at all stages, a self-isolation regime will be compulsory for people with a high risk of a serious illness (people over 65, people with chronic diseases, primarily people with cardiovascular diseases, respiratory diseases, diabetes)” .

Earlier, the head of Rospotrebnadzor Anna Popova said that certain rules would continue to apply in Russia until the advent of the vaccine against COVID-19.

Also, Moscow Mayor Sergei Sobyanin said that the city will not soon return to a full life without restrictions.
