  The second round of the first batch of central ecological and environmental protection inspectors was launched in July 2019. It has been conducted in 6 provinces (cities) including Shanghai, Fujian, Hainan, Chongqing, Gansu, and Qinghai, China Minmetals Corporation, and China National Chemical Corporation 2 A central enterprise carried out inspections.

  The inspector pointed out that Fujian Province has been reforming and reforming, and as of December 2019, the masses reported by the inspection team have handled 3071 cases, of which 4066 were ordered to rectify; 1535 were filed for punishment and a fine of 108.056 million yuan; A total of 129 cases were investigated, 58 people were detained, 756 were interviewed, and 50 were held accountable.

  The inspector believes that Fujian Province vigorously promotes green development. While achieving rapid economic development, the ecological environment has always maintained an excellent level, but it still faces many problems when dealing with the relationship between development and protection. Some local and departmental ecological priority, green development The idea has not been firm enough, and the attitude towards resolving some prominent ecological and environmental problems is not firm enough, and the work is not in place. There are mainly the following problems:

  First, some localities and departments are not yet in place to implement the central government's decision-making and deployment. In some places, the concept of stressing development rather than protecting it has not been fundamentally reversed, and some even require protection to make way for development. Ningde City illegally adjusted the scope and functional zoning of waterfowl mangrove nature reserves in the Sanduao Wetland twice in violation of regulations, resulting in a 94% reduction in the area of ​​nature reserves.

  The second is that some inspectors are not strict and correct. The construction of Zhangzhou City should start construction in March 2018, and the waste incineration power plant put into operation at the end of 2019 has not yet started construction as of the time of inspection. The problem of leachate pollution is particularly prominent. The illegal mining of stone mines in Zhangpu County, Zhangzhou City is very serious. In 2018, there were 98 illegal mining areas in the county; there are currently 15 licensed decorative stone mines, and 14 have illegal cross-border mining activities. In response to the inspectors, the local even placed potted seedlings on the site where ecological restoration should be carried out, and laid the turf directly on the concrete floor, blatantly falsified.

  Third, there is still a shortage of marine ecological environment protection. Some localities and departments are weak in protecting important marine functional areas. In some places, the pollution prevention and control of coastal waters is not in place, and the upgrading of sewage treatment plants in the Jiangyin Gangcheng Economic Zone of Fuqing City has lagged. Since 2015, nearly 20,000 tons of industrial sewage have been discharged into Xinghua Bay every day.

  Fourth, the inspectors also found some other outstanding problems, such as the illegal sale of unqualified oil products in Fujian Province has not been effectively contained, and the ecological environment of the Minjiang River Basin cannot be ignored.

  The inspectors demanded that the Fujian Provincial Party Committee and the Provincial Government pay close attention to study and formulate rectification plans and report to the Party Central Committee and the State Council within 30 working days. The rectification plan and the implementation of the rectification shall be disclosed to the society in accordance with relevant regulations.
