As part of its coverage of the emerging coronavirus virus pandemic and its interaction with questions from readers, Al Jazeera Net begins publishing the first batch of a series of fatwas on fasting the month of Ramadan, performing Tarawih prayers remotely and quitting in quarantine, under these circumstances.

Al-Jazeera Net received the audience’s questions via its social media platforms, and submitted them to the Fatwa Committee of the World Federation of Muslim Scholars (*).

The federation said that the committee discussed the questions extensively, examined what the specialists had written about tight medical research, communicated with some experts, and viewed the benefit of the World Health Organization.

The following are the first three fatwas approved by the committee:

Ramadan fasting 1
- Confirmation of the fatwas considered in the same topic from doctrinal councils and Fatwa bodies, as it stated that fasting in the time of Corona is the duty of every Muslim entrusted with a true resident.

2- Fasting does not negatively affect immunity, and it has nothing to do with infection with the Corona virus. Scientific studies have proven that medicine specializes that fasting is a factor in physical immunity, and it nevertheless strengthens the fasting person’s will and will, which strengthens his immunity against the epidemic and the like.

3- The duty of the righteous Muslim who is assigned to fast Ramadan to the definitive Sharia text in the Almighty saying : “ Whoever has witnessed the month to fast it”  (Al-Baqarah: 185), it is not permissible for someone who was also to break the fast in Ramadan just because of the delayed fear of weak immunity because it is not medically proven.

4. Who was unable to fast for his illness, whether illness Corona or otherwise, God has lost licenses in Fitr mercy from him Almighty, and must eliminate it after the demise of the excuse Alambih for breaking the fast, the verse { and whoever is ill or on a journey interpretation of the meaning ( The Cow: 185).

5- If a notable doctor tells him that fasting exacerbates his illness and exposes him to infection, he may break his fast and make up, as he is like all other patients.

6- The Committee recommends that based on what was mentioned and sympathy for its previous fatwa (Fatwa No. 2 dated 25 Rajab 1441 AH corresponding to March 21, 2020 AD)  that Tarawih and tahajud prayers be held in homes, and there is no objection to reading from the Qur’an.

The Committee also notes the authorities responsible for mosques in each country, if medically possible, to authorize the establishment of Friday and Tarawih by the mosque framework for three people (the imam and the muezzin and the values ​​of the mosque), taking the necessary precautions.

7 - The Committee calls on all Muslims and Muslims to take advantage of the month of Ramadan and seize its times and blessings to repent of all kinds of sins, and pay grievances and support the oppressed, and to pray to God to lift the harm from His servants. It also invites them to revive their homes and gather their families in remembrance of God Almighty and to study the Qur’an and the Sunnahs of the Prophet, peace and blessings of God be upon him, as it was settled by Muslims and was decided by his evidence and legal rules.

1 - Tarawih prayer is a proven Sunnah and one of the great rituals of Islam, and is performed in mosques and in homes. And its performance in mosques is one of the stated rituals of Islam to maximize religion and achieve its effects on souls and society. The noble Prophet, peace and blessings be upon him, prayed it, then he left it for fear that people would think it was obligatory, then the Companions - may God be pleased with them - did it by agreement, and she followed up the work of the nation in all ages.

He who performed it in a place other than the mosque, he performed it correctly and afflicted the Sunnah, and the combination of performance in mosques and homes is a combination of proven Sunnah and ritual rituals.

2- Performing Taraweeh prayers in congregation according to the rulings of the congregation in terms of the progress of the congregational imam, and concluding them with his imam, based on the hadith of the Prophet, may God bless him and grant him peace, “The imam was made to be trusted with him” [Agreed].

Prayer in congregation and how it is preventive, it is not permissible to increase it or change it by creating an image that is neither stipulated nor in the meaning of the prescribed, for the general hadith: “Pray as you have seen me praying” [Narrated by Bukhari].

There was a practical frequency on the authority of the Prophet, may God bless him and grant him peace, and his companions after him, to preserve the arresting method.

This waqf image has two legal determinants: meeting with the imam in one place, and knowing his sayings  and actions in the same place to follow the example , and this is known by extrapolating texts and their meanings, which is agreed upon by doctrinal doctrines. 

And praying remotely between cities, villages, suburbs, or residential neighborhoods in one city through modern means of communication such as television and the Internet, is an updated image for performing Tarawih prayers, and violates the stipulated manner based on legal determinants taken from extrapolating texts and the agreement of jurists, in terms of the union of the place and follow-up Imam. The group is derived from meeting in one place, and it does not have the same legal meaning, and it is not the same with praying with television, radio and the network.

Accordingly , the committee sees that it is not permissible to pray in congregation on this body, and a Muslim can perform Tarawih prayers in his home and with his family by what is available to him from the Qur’an , as is proven from what he did, may God’s prayers and peace be upon him, even by reading from the Qur’an.

The Committee recommends reviving Tarawih prayers and other group prayers in mosques even if by the mosque framework (the imam and the muezzin and the values ​​of the mosque) with the permission of the official authority, and provided that full compliance with health precautions and discipline with the country's laws regarding preventive measures from infection of this epidemic. It is permissible for those whose home was adjacent to the mosque so that the imam collects him in one place that enables him to see and hear his enlargements, to take him from his house.

The Committee reminds that the establishment of Taraweeh prayers in homes is a group that contributes to creating an atmosphere of faith within the family, and enables all its members to revive the remembrance of God in the homes, which was requested and desired by Sharia.

Sharia ruling to get out of quarantine, and not respecting the necessary conditions for the patient or suspected of being injured?

The patient infected with the Corona virus or suspected of being infected must adhere to the health requirements set by the relevant authorities in his country, and he may not violate the sanitary isolation so that it is a cause of transmitting the disease to the healthy, and if his exit will lead to spreading the infection, then his sitting in the isolation is an imperative Legally, legal and moral duty.

It was proven from the Messenger of the Messenger of God, may God’s prayers and peace be upon him, that he said “ a nurse does not report to a clinic ” (Agreed upon), and he also said, “He fled from the leper as he fled from the lion ” (Narrated by Al-Bukhari), and Umar bin Al-Khattab, may God be pleased with him, passed by a leper As she floated around the house, he said to her, "O nation of God, do not harm people, if you sit in your house ... then she sits, and a man passes by her after that, and he says to her: The one who forbade you is dead, so go out, and she said: I would not obey him alive and disobey him dead (bring it out) Owner in the footsteps).

Isolating the patient and avoiding contact with him except for necessity, with great precautions against infection and harm, has been ordered by Islamic law as passed from the texts, and the majority of jurists with contagious disease prevented from mixing with healthy people to pay for the harm and harm that occurs with their contact.

Accordingly, we say that the patient or someone suspected of his illness in this infectious epidemic must abide by the orders and advice of the concerned authorities in his country, and he is not permitted to violate the sanitary isolation procedures so that he is the cause of transmitting the disease to the healthy, because this is one of the damages that the Prophet, the Prophet, prayed for May God’s prayers and peace be upon him, by saying, " There is no harm ."

The fact that the patient remains in isolation is a measure dependent on the competent authorities, and if she sees his necessity, it becomes an obligation based on the fundamental rule, "What cannot be accomplished except by it, then it is a duty." And his cooperation with these parties is a matter of cooperation on righteousness and piety, for God Almighty said {and collaborate on righteousness and piety. On sin and transgression } (al-Ma'idah: 2).
