05 May 2020 The commissioner for the coronavirus emergency Domenico Arcuri intervened in a video hearing at the Chamber of Transport and Communications Commission on the application for the tracking of contagions. "We have a duty to put the maximum number of citizens in a position to undergo a tampon, we have to do many more and I have to put the regions in conditions to do them." The commissioner's intention is to supply the regions with swabs: "by dividing the swabs made for the population of the regions, important asymmetries are noted," he added.

"At this moment if a subject is infected it is such as subjected to a swab that has given a positive result. In phase 2, as long as there are no other solutions, any citizen of any place in the world will know that he has contracted the virus, if and only if it will be subjected to a tampon. We have a duty that is not solved by the app. We have purchased and distributed 3.7 million tampons to the Regions - he added - and another 5 million will be distributed in the coming weeks. Regional health systems must subject the highest number of citizens to tampons. "

Regarding the  'Immuni' App for contact tracing Arcuri said that "it should be ready for the end of May." At the end of the month the App will be ready for use ", but it will work" if the crossing time (from the alert to the buffer, editor's note) will be shortened and if it is accompanied by the administration of the only agent to identify an infected person, which is the buffer ".

But" it is my opinion "said" the interlocutors who others can solve this dilemma ".

" At the state of the art of app development, this will be completely consistent with regulatory provisions, in particular regarding the protection of data security and about compliance with national and community privacy provisions " . "The only data protection holder will be the Ministry of Health, for the entire duration of the emergency and for the term of use of the App".

It is "a mobile App, which exploiting the technology ogia Bluetooth allows you to track and store anonymously the duration and type of close contacts with other devices on which the same application has been installed in the user's smartphone "

" The app will only work until the alert for the infected , there is no subsequent functionality with the national health system. In fact "by December 31, 2020 all personal data processed for the contact tracing App will be deleted or permanently anonymized". We speak of "pseudoanonymised" data ('technique that consists in the processing of personal data in such a way that they can no longer be attributed to a specific person without additional information', Arcuri said). "The term definitively anonymous if not related to pseudoanonymised is not well understood - he concluded by replying to the commissioners. We do not do a service to anyone in saying that the data is not anonymous. The data is anonymous or as stated in the pseudoanonymised rule".

The app was created thanks to a "contract with Bending Spoons free of charge" specified Arcuri. "We have asked 7 leading companies in the Italian communication sector to make us a proposal on the dissemination of this application free of charge. We are receiving proposals, we will select the best quality offer", he concluded.
