According to the procedure, Kazakh President Tokayev appointed Ashmbayev on the 4th as a member of the upper house of parliament, and the Central Election Commission confirmed his membership. Subsequently, the upper house of parliament held a meeting and elected Ashmbayev as the speaker of the upper house.

He said that the upper house of parliament plays an important role in the political and social life of Kazakhstan, and its main task is to pass legislation to open the way for reform, ensure stability and guarantee order.
Tokayev spoke highly of the work of the former Speaker of the House of Representatives, Nazarbayeva. He also pointed out that Ashmbayev has rich experience in state affairs and has worked in different fields. He believes that he will be qualified as the speaker of the upper house of parliament.
Ashmbayev was born in 1971. He has served as assistant to the president, deputy chairman of the ruling party "Light of the Motherland" party, member of the lower house of parliament and other positions.
