The head of the region, Igor Rudenya, said on April 30 that it was practically impossible to limit the flow of people crossing the borders of the Tver region.

“We will harm ourselves. Our residents continue to go to work in other entities, ”said Rudenya, recalling that three federal highways pass through the region, including to the Baltic countries, as well as the Oktyabrskaya and Savyolovskaya railways. “We could take and block through traffic, but we will do more harm.”

There are no strict restrictions on movement in the region. Visitors to two-week self-isolation, as in some other regions, are not sent to the Tver region. Residents are advised to use less transport, it is forbidden to walk in parks, on children's and sports grounds.

"It is recommended that senior citizens continue to stay at home and go away only to shops or pharmacies, for walking pets and taking out the trash," the press service of the Tver region government said.

Yaroslavskaya oblast

Compared to other regions in the Yaroslavl region, the high-readiness regime looks the mildest. At the entrance to the region, police posts have been established, which are also attended by employees of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare and Rosguard. Entrants are selectively interviewed to see if they have had contact with patients with coronavirus, some measure the temperature. People are also warned that it is forbidden to visit forests and make fire in the region - there is a special fire-hazardous regime. According to the operation center of the Yaroslavl region, "after preventive conversations, some drivers change their plans and come back."

Vladimir region

In the Vladimir region, the most stringent restrictions have been introduced among all regions bordering the Moscow region. For all residents without exception, a pass mode has been introduced; it is simply forbidden to go out without a cause. A pass is required for trips to the store by car. Without a pass, it is allowed to walk a dog near the house, take out the trash, visit pharmacies, walk to the store. You can apply for permission on the Gosuslug portal. Authorities allow people to come to their dachas. But only the owner can visit the site, he must have with him documents confirming ownership of the land.

“Monitoring compliance with the self-isolation regime can be carried out using data from mobile operators and banks. Exit without registration entails administrative responsibility in accordance with the law, ”warns a message on the State Services portal after issuing a pass.

All arrivals “from Moscow, St. Petersburg or another region” (as indicated in the memo on the website of the regional administration) must be informed about themselves on the hot line of the health department and must go to self-isolation.

Violators are promised to be fined under article 20.6.1 of the Code of Administrative Offenses “Failure to comply with the rules of conduct in an emergency or the threat of its occurrence”. Fine - from one thousand to thirty thousand rubles.

The most stringent measures, similar to curfew, have been established in the Petushinsky district of the Vladimir region - the largest number of infected people live there. Only locals are allowed to come to the area. The authorities have the right not to let everyone else go. The trains do not temporarily stop at stations in the district, the only exception is the “Petushki” stop. There is a checkpoint at the station, where all passengers are monitored for temperature and documents are checked.

All restrictions on movement in the Vladimir region do not apply to transit transport - you can drive through the region freely.

Ryazan Oblast

In the Ryazan region there are electronic passes with a QR code, which can be obtained by filling out the form on the government website. It is recommended that all new arrivals to the territory of the region inform themselves of the hotline and be in self-isolation mode.

As explained to RT by the press secretary of the Governor of the Ryazan Region Denis Arapov, a pass can be issued at the entrance to the region.

“The passes can be of two types: transit and guest. In transit, a person must leave the region within 24 hours. Those issuing guest passes must provide the address of their stay and be at it for two weeks on self-isolation. At any time, a check can be made to see if the person is at the specified address. You can go to the store, go for a walk with your pet and take out the garbage - observing all restrictive measures, ”said Denis Arapov.

You can leave the region at any time, without waiting for the expiration of a two-week period of self-isolation. 

Tula region

In Tula region, access control was introduced. To move around the region you need to get a digital pass. As in the case of the Vladimir Region, this can be done on the State Services portal or through the STO Coronavirus Government Services mobile application (there are versions for Android and iOS). The same procedure applies to those who transit through the Tula region.

For all arrivals from other regions, a two-week self-isolation is required. If the period of stay in the region is less than two weeks, it is not necessary to remain in the region until 14 days have passed, it is emphasized in the decree of the governor.

Kaluga region

In the region, as elsewhere, all mass events were canceled. But the authorities are waiting for the arrival of tourists and summer residents. No tough measures have been announced regarding visitors. As Deputy Governor Konstantin Gorobtsov said on the eve of the holidays, those under mandatory quarantine of the house will be under tightened control.

Inspections will take place in the format of apartment detours, calls to the home number, tracking at the location of mobile communication devices, the government of Kaluga region noted.

In case “large groups” of people are noticed, local officials are ordered to immediately call the police.

Smolensk region

Citizens who are not permanently resident (not registered) in the Smolensk region, who have arrived for temporary residence in the region, must undergo a two-week self-isolation. If this is a summer cottage, you will have to stay in the country for two weeks. This was reported by the website of the administration of the Smolensk region. Also, citizens arriving from other regions are obliged to inform about their arrival and dates of stay by telephone of the regional hotline.

In addition, the Vyazemsky district and the city of Desnogorsk are closed - there are fixed foci of incidence. At the entrance to these cities, roadblocks are installed, only local residents, as well as employees of local enterprises, can enter the areas.
