The new version of "Beijing Municipal Waste Management Regulations" May 1 officially implemented

Three Questions about Beijing Domestic Waste Classification

In Beijing these days, the takeaway platform will pop up a prompt, "In response to the requirements of the new regulations, merchants should not actively provide you with disposable tableware"; the market, supermarkets posted notices, no longer provide disposable plastic bags for free; hotels also prompt No longer provide disposable toiletries. These changes herald that Beijing's domestic waste sorting is really here.

How to advance

This is not the first time Beijing has implemented domestic waste classification, but the previous results were not satisfactory. Statistics show that in 2019, the volume of domestic waste removal in Beijing was 10.1116 million tons, with an average daily average of 27,700 tons. The newly revised "Regulations on the Management of Domestic Waste in Beijing" at the end of 2019 made it clear that the classification of domestic waste will be officially implemented on May 1 this year.

70-year-old Che Zhenming is one of the 1983 residents of Erzhuang District, Haidian District, Beijing, and is also a volunteer who runs an integrated kitchen waste recycling machine. This machine is used to process part of the food waste generated by the community.

Every Monday and Thursday afternoon, Che Zhenming dumped the kitchen waste sorted by the community into the machine. After dehydration, stirring, fermentation, drying, and secondary fermentation, it became a fertilizer that can be directly used to grow flowers and grass. Each time the machine holds only 100 kg of kitchen waste, the head of the community said that this is more to make residents aware of the value of waste sorting and recycling.

Relying on the community youth exchange, the Chaoyang District Committee of Beijing has established 100 demonstration sub-stations for volunteer volunteers for the “Small Little Meng” garbage classification in the jurisdiction. Before guiding residents to actively participate in garbage classification.

Some experts commented that Beijing's domestic waste classification is based on a flexible promotion route. Cai Huashuai, deputy director of the Facilities Division of the Beijing Municipal Urban Management Commission, said that Beijing has taken into account the experience of waste classification in other cities and combined it with reality, and chose this gradual and steady strategy to emphasize quality rather than quantity. According to the Beijing Municipal Solid Waste Classification and Treatment Action Plan (2017-2020), before the end of 2019, the coverage rate of the municipal waste classification demonstration area will reach 60%, and will reach 90% by the end of 2020.

How to execute

According to the newly revised regulations, Beijing will classify waste into four categories: kitchen waste, recyclables, hazardous waste, and other waste. Under the quartile method, 4 types of trash cans become standard, but the number of each type is different. The new regulations stipulate that four types of barrels should be set up in offices or production and operation sites as needed; residential communities and natural villages should set up two types of barrels for kitchen waste and other garbage in public areas, and at least one domestic garbage disposal point can Recyclables, hazardous trash.

In daily life, residents only need to prepare "two buckets and one bag", that is, two garbage bins for holding kitchen waste and other garbage, and recyclables collection bags. Larger recyclable objects such as cartons and courier cartons can be reserved for door-to-door recycling after they are full, or put in the corresponding trash bins of the community.

In order to allow residents to accurately deliver, each community has arranged a special garbage classification instructor to provide guidance and supervision during a fixed delivery period. There are currently more than 20,000 garbage sorting instructors in Beijing. At the same time, citizens who have questions can also be inquired through the WeChat mini-program of the "Trash Collection".

How to supervise

Some people worry that even if the front end has collected and sorted the garbage, if it is mixed and transported, it will still be in vain in the end. In this regard, the Beijing Municipal Management Committee said that if domestic garbage collection and transportation units are mixed, mixed, randomly dumped, discarded, scattered, piled up, etc., the city ’s comprehensive law enforcement department will order it to be removed and be punished by more than 20,000 yuan and 100,000 Fines below RMB. If the circumstances are serious, the city management comprehensive law enforcement department shall revoke the domestic garbage collection and transportation business license. The Beijing Urban Management Law Enforcement Bureau will carry out a three-month special action to strengthen the enforcement of domestic garbage from May 1 to July 31.

At present, Beijing implements a system of persons responsible for the classification and management of domestic waste. In residential quarters, alleys, streets, etc., where property management is implemented, the property management unit is responsible; where the unit is self-managed, the self-managed unit is responsible; where the responsible person cannot be determined, it is determined by the local street office or the township government organization.

Wu Runjiang, an investigator of the Solid Waste Division of the Beijing Municipal Management Committee, said that from the collection and collection of garbage to transportation and management, the following links can supervise the previous classification quality. Units that do not implement garbage classification according to regulations shall be ordered by the city management comprehensive law enforcement department to make corrections immediately and be fined 1,000 yuan. Those who violate the regulations again shall be fined not less than 10,000 yuan but not more than 50,000 yuan. Individuals who commit violations shall be discouraged by the person responsible for the classification and management of local domestic garbage. Those who refuse to obey the dissuasion shall report to the comprehensive law enforcement department of city management, and the comprehensive law enforcement department of city management shall give a written warning. Anyone who violates the regulations again shall be fined not less than RMB 50 but not more than RMB 200. After individuals are punished, they can be exempted from administrative punishment if they voluntarily participate in community service activities such as household waste classification.

In addition, many streets and communities in Beijing independently launched personalized incentives, such as the exchange of garbage classification points and the setting of red and black lists. For communities and streets with good results, Beijing will also give them certain financial incentives.
