  Article 1 In order to implement the practice of Jinping's ecological civilization, resolutely win the battle of pollution prevention and control, and ensure the overall improvement of the quality of the ecological environment, the level of ecological environmental protection is in line with the goal of building a well-off society in an all-round way. The Opinions on Resolutely Fighting the Pollution Prevention and Control "and the relevant regulations of the Central Government formulated this measure.

  Article 2 This measure is applicable to the evaluation of the effectiveness of the Party's committees, people's congresses, and governments in various provinces (autonomous regions, municipalities directly under the Central Government), and governments.

  Article 3 The assessment work should adhere to the problem-oriented, highlight the key points, set the assessment indicators around the targets of pollution prevention and control, and focus on the key areas and key links in order to highlight the ecological and environmental problems; adhere to the people ’s recognition, objective and fair, standardize the assessment methods and procedures, Give full play to the role of social supervision; adhere to the results-oriented and focus on actual results, to promote the improvement of the ecological environment quality and the implementation of related work through evaluation, and to compact the responsibility for ecological environmental protection.

  Article 4 The assessment work shall be led by the Central Ecological Environmental Protection Supervision Work Leading Group, with the participation of the Central Office, the Central Organization Department, the NPC Standing Committee Office, the State Council Office, and the Ministry of Ecology and Environment.

  Article 5 The assessment of the effectiveness of the Party's committees, people's congresses, and governments in the prevention and control of pollution prevention in various provinces (autonomous regions and municipalities directly under the Central Government) mainly includes the following aspects:

  (1) The implementation of the responsibilities of the party and government bodies. The provincial party committees and governments are assessed for the implementation of "party and government responsibility", thematic research and deployment and supervision of the implementation of ecological environmental protection work, and compaction of municipal, county and relevant departments' ecological environmental protection responsibilities and other situations.

  (2) The legislation and supervision of ecological environment protection. Assess the legislation of the provincial people's congress in the field of ecological environmental protection to abide by the provisions of the higher laws, strengthen the guidance of the municipal people's congresses and their standing committees and other local legislative bodies to carry out relevant legislation, and promote the implementation of ecological environmental protection laws and regulations through law enforcement inspections Happening.

  (3) Eco-environmental quality status and completion of annual work objectives and tasks. Assess the improvement of ecological environment quality, ecological environment risk management and control, total pollutant discharge control, etc., the completion of the annual work objectives and tasks of pollution prevention and control, and the environmental protection work of epidemic prevention and control.

  (4) The investment of funds. Assess the performance of the central and local ecological environmental protection financial funds and the growth of relevant fiscal expenditures of provinces that have not completed the environmental quality constraints.

  (5) The degree of public satisfaction. Assess the public's satisfaction with the improvement of the ecological environment quality in the region.

  Article 6 The assessment is based on a 100-point scoring system. According to the scoring situation, the assessment results are divided into four grades: excellent, good, qualified and unqualified. The Ministry of Eco-Environment will work with relevant departments to formulate rules for scoring assessment indicators.

  If a province (autonomous region or municipality directly under the Central Government) has a particularly significant environmental pollution event or a particularly significant ecological destruction event, the assessment result shall not be determined as excellent.

  The seventh assessment target year is 2019 and 2020, and the assessment will be completed before the end of July of the following year.

  The eighth assessment takes the following steps:

  (1) Summary of self-evaluation. Each province (autonomous region, municipality directly under the Central Government) summarizes the progress and achievements of the pollution prevention and control battle, conducts self-evaluation against the assessment indicators, forms a self-evaluation summary report, and submits it to the Central Leading Group for Eco-Environmental Protection Inspectors, and copies to the Ministry of Ecology and Environment.

  (2) Verification and verification. The Ministry of Eco-Environment, together with the relevant departments, verifies and summarizes the self-assessment summary reports of each province (autonomous region and municipality directly under the Central Government).

  (3) Comprehensive evaluation. The Ministry of Eco-Environment and the Central Organization Department will conduct a comprehensive evaluation against the assessment indicators in conjunction with the relevant departments, and put forward suggestions on the classification of assessment grades and the handling of assessment results.

  (4) Results feedback. After the examination results have been reviewed and approved by the Party Central Committee and the State Council, they will be fed back to the provinces (autonomous regions and municipalities) in the name of the Central Office and the State Council and notified in an appropriate manner.

  Article 9 The assessment results serve as an important basis for the comprehensive assessment, evaluation, reward, punishment, appointment, and removal of provincial party committees, people's congresses, government leadership, and leading cadres, and as a reference basis for the allocation of financial funds related to ecological environmental protection.

  Article 10 If the assessment result of a province (autonomous region or municipality directly under the Central Government) is unqualified, the Central Leading Group for Ecological Environmental Protection Inspectorate will interview the provincial party committee and the main person in charge of the government, and put forward requirements for rectification within a time limit; The National Commission for Discipline Inspection and the Central Organization Department of the Central Commission for Discipline Inspection shall be held accountable and accountable.

  Article 11 The relevant departments of the provinces (autonomous regions, municipalities directly under the Central Government), the central government and state organs shall provide relevant data and materials in a timely and accurate manner to ensure the smooth progress of the assessment work. For cases of favoritism, fraud, false reporting, tampering with data, forgery of data, etc. that cause serious distortions in the assessment results, the assessment level is directly determined to be unqualified, the relevant information is included in the government ’s record of dishonesty, and relevant units and personnel are held accountable according to relevant regulations.

  Article 12 All provinces (autonomous regions and municipalities directly under the Central Government) shall refer to this measure and formulate relevant assessment and implementation plans in light of the actual situation in their respective regions.

  Article 13 The measures are interpreted by the Ministry of Ecology and Environment and the Central Organization Department.

  Article 14 This measure will take effect on April 27, 2020.
