  Wang Ning, commander of the Chinese People's Armed Police Force, introduced the revised draft statement to the Standing Committee of the National People's Congress on the 26th. Since the promulgation and implementation of the current People's Armed Police Law on August 27, 2009, it has safeguarded national security and social stability and defended it. The good life of the people has played an important role, and also provided an important legal basis for the armed police forces to perform their duties according to law and comprehensive construction. With the continuous deepening of national defense and military reforms, the current People's Armed Police Law can no longer adapt to the development of the situation and needs to be revised and improved.

  This revision mainly adds the chapter "Organization and Command" and adjusts the chapter "Tasks and Responsibilities" to two chapters "Tasks" and "Responsibilities". The general provisions of the draft clearly stipulate that the Armed Police Force is responsible for duty, handling emergencies, counter-terrorism, maritime rights enforcement, emergency rescue and defense operations, and has a separate chapter of "tasks" to refine the scope of the duty tasks and increase the handling of emergencies. The anti-terrorism and emergency rescue mission scope provisions have made invoking provisions for maritime rights protection law enforcement tasks and defensive combat tasks.

  The draft is adapted to the actual construction of the leadership and command system of the Armed Police Force and the military supervision system, and strengthens the supervision of the power operation of the Armed Police Force. It clarifies that the Central Military Commission Supervision Committee and the Armed Police Force Supervision Committee at all levels are the statutory supervision organs for the people ’s armed police to perform their tasks. When on duty, dealing with emergencies, counter-terrorism, law enforcement at sea, and rescue and rescue missions, accept the social supervision of the people's government and its relevant departments, citizens, legal persons and other organizations.
