President Moon, who recalled that the Panmunjom Declaration was not able to go beyond international restrictions, expressed his intention to resolve inter-Korean relations through quarantine cooperation. It is the result of the worries of finding what we can do in realistic constraints. It is also read with the intention of securing the momentum for progress in inter-Korean relations through corona cooperation.
