Liu Zhenwei, deputy director of the National People ’s Congress ’Agriculture and Rural Committee, said that since the Animal Epidemic Prevention Law was revised and implemented on January 1, 2008, China ’s animal epidemic prevention work has been continuously strengthened. It has ensured production safety in the aquaculture industry, animal-derived food safety, public health safety and It plays an important role in ecological and environmental security. However, due to the backwardness of the breeding methods of most of the main production and operation entities in China, the weak animal epidemic prevention system, and the frequent international trade activities of animals and animal products, China's animal epidemic prevention is facing a complex and severe situation, and the animal epidemic prevention law needs to be revised as soon as possible.
The draft highlights six enhancements: one is to strengthen the purification and elimination of key animal diseases, and on the basis of comprehensive prevention and control, promote the transformation of animal diseases from effective control to gradual purification and elimination; second, to strengthen the quarantine of non-edible use of wild animals Inspection; three is to strengthen the main body's responsibility for epidemic prevention of production operators, the supervision responsibility of industry departments and local government's territorial management responsibility; four is to strengthen the monitoring and early warning of animal epidemic source epidemic situation; fifth is to strengthen the establishment of animal epidemic prevention system; sixth is to strengthen the grassroots Capacity building of animal epidemic prevention system and perfect safeguard measures.
In 2018, the Agricultural and Rural Committee of the National People's Congress conducted a law enforcement survey on the implementation of the Animal Epidemic Prevention Law, and proposed amendments. In the same year, the Animal Epidemic Prevention Law was amended to be included in the legislative plan of the 13th NPC Standing Committee, led by the Agriculture and Rural Committee, with the participation of the Ministry of Agriculture and Rural Affairs. In the past two years, we have listened carefully to the opinions of animal health supervision and control agencies, production and operation entities, animal health experts, and some NPC deputies at various levels, and have repeatedly communicated with relevant departments of the State Council to form a revised draft of the Animal Epidemic Prevention Law.
