The Community of Madrid has prepared an initial document that establishes measures for de-escalation, among which the immediate opening of small shops, partitions in bars, a mandatory mask in public transport, more shifts in school canteens and in recesses and staggered entry stands out. in work centers to avoid crowds. Likewise, it advocates promoting the use of bicycles, more frequently in the metro and buses, and with regard to the opening of swimming pools, prevention, cleaning and disinfection measures are being valued. The draft does not speak, at the moment, of specific dates as if the Andalusian Government has done so.

The initial working document has been promoted by the Ministry of Health of the Community of Madrid and has been sent to all the ministries to start developing it by sector with the aim of setting criteria when starting economic activity in Madrid. . "All the decisions that are made, not only from Health, but from each Ministry of the Government of the Community of Madrid, must be marked by the epidemiological evolution of the disease and by the capacity of the health system and must be in accordance with the guidelines marked by the State ", they point from the regional Executive.

The Community of Madrid attaches great importance to public transport due to its impact on the transmission of the disease, which is why it is committed to increasing the frequency of the metro and buses to minimize passenger density. He also points out that the mask should be used and that all means of transport must be cleaned and disinfected. To avoid possible contagions, he advocates transport by bicycle and when possible the use of the private vehicle.

In Education, measures will be adopted for "distancing" in classrooms, increasing learning resources at home and establishing "different schedules" of joint activities such as dining or recreation in educational centers.

In the area of Economy and Commerce, they favor the gradual opening of small shops, restricted hours and the establishment of limited capacity in stores to "guarantee social distancing". On the other hand, it is proposed that catering establishments install protective partitions and establish maximum capacity.

Pool opening

For physical and sports activity, it is advocated to start its reactivation with individual physical exercise such as "walking or running", among others. In later phases , physical activities can be started in gyms that will have to comply with the following measures such as establishing maximum capacity to guarantee social distancing and restricted hours.

Regarding the opening of swimming pools in the face of summer, at the present time, "prevention and cleaning and disinfection measures are being evaluated ."

Likewise, the document stresses that "it is important to bear in mind that large gatherings such as concerts, celebrations or sports activities should be left for the last phase."

"From the Ministry of Health we are defining the different stages of de-escalation, based on two fundamental purposes: to protect the health of citizens and reduce the risk of new outbreaks of Covid-19," adds the initial proposal of the Community of Madrid.

As a result of this document, other sources from the autonomous government have made ugly that initial proposals have been made by the ministries led by Ciudadanos without reaching a consensus with them or with the affected sectors . They show their surprise with the measures in areas such as Transport or the Economy and insist that they have not been consulted.

These same sources consider that the place to propose measures for de-escalation is within the committee of experts , as announced by the vice president, Ignacio Aguado, on Wednesday, and not by any previous working group.

In this regard, other sources of the regional Executive have influenced Europa Press that this is a document that arises from a working group of the Ministry of Health and is an initial approach to develop the text with the rest of the ministries.
