A gradual recovery is envisaged in New York State. Some manufacturing and construction activities could resume there after May 15, said Sunday April 26, the governor of the state, Andrew Cuomo.

The latter nevertheless specified that this recovery should take place, initially, in the northern part of the state, and not in New York City.

"Southern New York, where the country's economic capital is located," will be a little more complicated, "he said.

Indeed, coordination work is necessary upstream with the bordering areas of the city, where many people who ordinarily work in New York live, said the governor.

May 15 is the date until which the latter has, for the time being, extended the containment measures.

Reopening conditional on continuing decline in hospitalizations

The restart of certain manufacturing and construction activities is the first phase of the recovery plan.

A period of at least two weeks is planned before starting the second phase of this plan which includes the reopening of other businesses or offices, to ensure that the first phase has not caused a resurgence of the pandemic.

The governor made it clear, however, that this reopening was conditional on a further decline in hospitalizations by May 15.

In the past 24 hours, New York State has registered 367 deaths from coronavirus, the lowest total since March 30 (332).

The Covid-19 pandemic has so far killed 16,966 people in New York State.

Transmission risk prevention plan

Before being able to reopen offices or a business, each company must present a plan to prevent the risk of transmission of the virus to the health authorities.

According to Andrew Cuomo, a large-scale exit from containment can only be done with the reopening of schools, to allow parents to go to work.

While state schools remain closed for the time being, no final state-wide decision has been made on a possible reopening, even though New York mayor Bill de Blasio announced the cancellation of the end of the school year.

Many schools are currently studying the possibility of remaining open during the summer, revealed the governor, "to make up for lost time".
