by Tiziana Di Giovannandrea 25 April 2020 There have been almost 1.3 million requests or communications relating to the moratoriums on loans and more than 20,000 applications for guarantees for new bank loans for micro, small and medium-sized enterprises submitted to the Guarantee Fund for pmi.

This is what emerges from the surveys carried out by the Task Force appointed to promote the implementation of the liquidity support measures adopted by the Government to deal with the Coronavirus emergency.

The Task Force, created to favor and boost the measures to support liquidity, is part of the Task Force: the Ministry of Economy and Finance (MEF), the Ministry of Economic Development (Mise), the Bank of Italy, the Banking Association Italiana (Abi), Mediocredito Centrale (MCC) and Sace Simest of the Cassa Depositi e Prestiti group.

The Bank of Italy has started a statistical survey with banks, concerning both the governmental measures referred to in the 'Cura Italia' and 'Liquidity' decrees, and voluntary initiatives.

Loan moratorium
On the basis of preliminary data, almost 1.3 million loan moratorium applications or notifications for over 140 billion lire had been received by 17 April.

Based on a previous survey carried out by the ABI, approximately 660,000 applications had been received by April 3, for a value of 75 billion loans.

Just over half of the requests come from companies , against loans of 101 billion.  

As regards the loan moratorium, the more than 600,000 household applications concern loans for 36 billion. About 42,500 applications concerned the suspension of the installments of the mortgage on the first home (access to the so-called Gasparrini Fund), for an average amount of around 99,000 euros. It can be estimated that around 70% of the requests or communications relating to the moratoriums have already been accepted by the banks; only about 1% has so far been rejected; the remainder is being examined.

Loans for SMEs and the Guarantee Fund
The Mediocredito Centrale (MCC) responsible for managing the Guarantee Fund, reports that a total of 22,480 applications (of which 1,656 relating to the previous legislation) have been received by the Guarantee Fund, from 17 March to today, to request guarantees for loans to companies , artisans , self-employed workers and professionals .

In particular, 20,824 applications arrived and related to the measures introduced with the 'Cura Italia and' Liquidity 'decrees. Of these 5,200 arrived in the last week alone, they refer to loans of up to 25,000 thousand euros , with 100% coverage percentage. Specifically, shopkeepers, merchants, artisans, professionals, SMEs, small businesses will be able to obtain automatic loans from banks up to € 25 thousand, without having to wait for the go-ahead from the SME Guarantee Fund.

The total 22,480 applications received by the Fund from 17 March (of which 1,656 relating to the previous regulations) generated an amount of 3.1 billion euro, of which approximately 115.3 million euro for the 5,200 operations related to loans up to 25,000 thousand euros, accessible for less than a week on the date of the survey.
