The president of the Canary Islands, Ángel Víctor Torres , has proposed a singular and territorial confinement for the islands that includes four phases and going out on the street on an even or odd day depending on the number of the street in which they live, fewer children and older than They can go out every day although at different times so that they do not coincide.

In this sense, the de-escalation is to be carried out under the principles of safety, prudence, staggering, reversibility and benefits for public health, since, he said, the experts indicate that the sanitary "conditions" exist to initiate it.

This was stated this Friday during a press conference with the spokesman of the Scientific Committee that advises the regional Executive, Luis Serra , to disclose the details of the proposed exemptions to confinement that has been agreed in the Emergency Management Committee Sanitary of the islands and that will appear in the afternoon of today before the Inter - territorial Council of the National Health System for its evaluation.

In the same way, he commented that this Sunday he will also take the island initiative to the weekly meeting of the autonomous presidents with the President of Spain, Pedro Sánchez.

Early phases

In this first phase, which does not yet have a start date since it has to be approved by the Government, children and adolescents up to 14 years of age could leave from 15:00 to 19:00, keeping the usual precautions and the elderly would do so in the morning. , from 11:00 a.m. to 1:00 p.m.

From there, for the rest of the people, the initiative proposes going out on the street on odd or even days depending on the number of streets in which you live, except on the islands of La Graciosa, La Gomera and El Hierro , where you can go out every day.

As for physical exercise, it would be allowed to take walks from 05:00 to 09:00 and from 20:00 to 23:00 less than two kilometers from home, less to run and ride a bicycle that will be four kilometers and wearing masks in closed spaces.

In addition, regarding access to second residences, it would be allowed to go to those that are not more than an hour away from the habitual residence.

On the shops, in the first phase there would be the opening of administrative buildings, general shops and hairdressers with masks and DNI control at the entrance; while veterinary centers may also open during business hours.

As for mortality, the peak was reached on March 26/27, for which the President insisted that the conditions for unconfinement in the islands exist. "Any step we take will allow us to walk for the better, but if steps must be taken backwards, they will be taken," the president observed.

For his part, Torres recalled that the Canary Islands is the Autonomous Community with the lowest incidence of Covid-19 in all of Spain and in the last 15 days there were twelve cases for every 100,000 inhabitants, when the Ministry says that there must be at least 20 cases for it to be cause deconfusion.

"At this point, the Canary Islands presents a series of data that means that an alternative is proposed from the health point of view so that we can misunderstand that it has to be approved by the Government of Spain and that it is not definitive," he observed.

In his turn to speak, Luis Serra explained that the Canary Islands had the lowest incidence of coronaviruses even before confinement, with a "very significant" difference compared to other territories. "We are on the decline -of cases- and if new cases appear now it is because they are actively looking for but they would not have appeared otherwise," he said.

Currently, the beds occupied in the archipelago by Covid-19 reached their peak at the end of last month and today there are 15% of the medical beds of the islands occupied by coronavirus, being 20% ​​in ICUs.

Requirements fulfilled

In terms of deaths, Serra pointed out that the peak occurred between March 26 and 27, so that the epidemiological objectives for unconfining "have been met."

Meanwhile, all permitted activities must be carried out with the recommendation of the use of masks, especially in closed spaces; to continue respecting physical distance; and to have common sense not to reunite children with older people.

Finally, the president explained that normality will depend on how the evolution of the pandemic progresses and whether a vaccine is available.

"The only possible way until now is to stay at home but that of the laboratories will make us have that normality. There is a second wave and that is why we must be extremely careful. [Normality] will be when it has to be. If the confinement we did well, let's also do the de-escalation ", he concluded.
